Early identification of risks, active prevention of corruption

On the morning of December 26, the Ministry of Transport held a conference to deploy the work of preventing and combating corruption, waste and negativity; public reception; handling petitions and declaring assets and income in 2025.

Speaking at the opening of the Conference, Minister of Transport Tran Hong Minh said that in recent times, the work of preventing corruption, waste, negative practices, receiving citizens, handling petitions and declaring assets and income has been resolutely directed by the Party and State.

At the Ministry of Transport, the Party Committee and the Minister have issued many documents on leadership and direction to resolutely implement anti-corruption work, from building and perfecting institutions, inspection and examination work; personnel organization work, administrative reform; application of information technology to crime prevention and prevention of law violations in mobilizing and using capital sources.

However, the Minister pointed out that there are still some negative corruption cases, affecting the image, reputation, efforts and endeavors of the transport sector.

The reason is that some agencies and units, especially Party committees and leaders, have not been resolute in leading and directing the fight against corruption and negativity. Institutions, laws and standards still have loopholes and shortcomings, and propaganda and education work is limited.

2025 is the year of Party Congresses at all levels, implementing the streamlining of the apparatus at the Ministry and its affiliated agencies. Therefore, the work of receiving citizens and handling complaints and denunciations plays a very important role. This is a difficult and complicated field, to resolve it fundamentally and effectively, requires the participation of the entire political system. Party committees, heads of agencies and units under the Ministry must consider this an important task to improve management and operation in the past time.

From there, the Minister requested that units need to be more aware in the work of preventing corruption and negativity, and take appropriate and timely preventive measures.

According to the Minister, currently, the Ministry of Transport is focusing on directing the implementation of the three strategic breakthroughs in the Resolution of the 13th National Party Congress, removing economic bottlenecks, promoting decentralization, and controlling power in organizing the implementation of a number of tasks.

Specifically, by 2025, we strive to complete over 3,000km of expressway, complete the construction of Long Thanh International Airport phase 1, carry out preparations for investment in the construction of the North-South high-speed railway, and complete legal procedures to deploy the Lao Cai - Hai Phong railway by the end of 2025.

The Ministry of Transport is also continuing to focus on building and perfecting institutions, policy mechanisms and developing resources to meet the requirements of performing tasks; promoting and streamlining the operating apparatus, improving performance, effectiveness and efficiency.

The Ministry of Transport is both a state management agency and an agency directly implementing projects. The state management work of the Ministry of Transport is directly related to the people and businesses.

With that characteristic, the fields managed by the Ministry of Transport have the potential risk of corruption and waste, especially in the field of construction investment management.

The Minister suggested that potential risks must be identified immediately in the coming time.

Every agency, unit and enterprise must be responsible for preventing corruption and negativity.

Regarding the work of handling complaints, denunciations and reflections from the people, Minister Tran Hong Minh said that it has been specified in many legal documents, is an important legal basis, and requires agencies and units to study and implement in accordance with regulations.

Regarding the declaration of assets and income, according to the Minister, after nearly 3 years of implementing the 2018 Law on Anti-Corruption and Decree 130/2020 of the Government, the declaration of assets and income of those responsible for declaration has not received due attention, awareness of responsibility is still limited, and many problems have appeared in the form and method of declaration.

The work of preventing corruption, combating waste and negativity, receiving citizens, handling complaints and petitions, and declaring assets and income are both urgent and long-term tasks that must be carried out resolutely, persistently, regularly, continuously, with a focus, and key points, in conjunction with the work of fighting against signs of degradation in political ideology, ethics, lifestyle, and signs of self-evolution and self-transformation among party members, civil servants, public employees, and workers, and strictly implementing the responsibility of setting an example for party committee officials and leaders.

Finally, the Minister requested that in the coming time, Party committees, heads and agencies and units need to continue to lead and direct more closely and resolutely the work of preventing corruption and negativity; focus on receiving citizens, handling complaints, denunciations and petitions right at the grassroots level; strictly implement the work of declaring assets and income to prevent corruption and negativity.

Review and complete institutions, standards, regulations, and progress in the fields of State management of the Ministry. Focus on reviewing inadequate facilities for timely amendment, supplementation, and replacement.

Units also need to self-inspect, control, and detect early and remotely complex and prominent contents and issues that pose potential risks of corruption, negativity, loss, and waste.

Strictly handle the responsibility of the heads of agencies and units that allow the situation of shirking responsibility, avoiding work, working half-heartedly, and being afraid of making mistakes to occur among some party leaders, especially leaders and managers at all levels.

Continue to strengthen inspection, examination and supervision work focusing on areas prone to negative corruption and areas with many public opinions about negative corruption.

Focus on training and improving the professional qualifications and skills of the staff working in inspection, examination and supervision, in order to build a team of staff with good moral qualities, strong political will, capacity and effective performance, meeting the requirements of the tasks in the current period.

Implement well the work of arranging cadres, streamlining, efficiency, effectiveness and efficiency in accordance with the direction of the Central Government.

Pay attention to asset and income declaration

At the Conference, Dr. Tran Van Long, Deputy Director of the Legal Department, Government Inspectorate, said that in recent years, documents and regulations on declaration, disclosure and verification of assets and income have been completed.

Up to now, declaring assets and income is considered an important and crucial matter. Those who are obliged to declare have been more responsible in doing so, in order to limit the risks that may occur if they do not declare truthfully.

Regarding the work of receiving citizens, handling petitions, complaints and feedback from the people, Mr. Nguyen Hong Diep, Head of the Central Citizen Reception Committee, said that in carrying out the work of receiving citizens, the officers receiving citizens need to always put themselves in the position of the people's family members, thereby making suggestions, instructions, propaganda and mobilization so that the people clearly understand the regulations and policies of the Ministry and are happy when leaving, that is success.

In particular, people in charge of receiving people must always keep their word and be honest with the people themselves, only then can they create prestige and influence with the people.

Following the sharing of the Government Inspectorate delegates, Deputy Minister of Transport Le Anh Tuan said that currently, the Executive Committee, Party Committee, and Ministry of Transport are focusing on directing strongly to complete the Resolution of the 13th National Congress, implementing three strategic breakthroughs, including the breakthrough in investment in developing transport infrastructure.

Continue to promote inspection and supervision work, strengthen post-inspection, examination and supervision handling. Focus on reviewing and perfecting institutions, overcoming loopholes and inadequacies to prevent negativity from arising.
