Specifically, the Movement "Digital Citizens with the Capital Rising Up" has 3 contents: Promoting propaganda, dissemination and implementation of the Party and State's policies on digital transformation for cadres, union members, association members and people; promoting the application of information technology and digital transformation in the activities of the Vietnam Fatherland Front and district-level member organizations; actively coordinating to participate in developing digital skills for the community.

To effectively implement the movement, the Vietnam Fatherland Front Committee of the district sets a target of striving for 100% of cadres, civil servants, employees of the Front and member organizations to be trained and fostered in digital skills every year; 100% of cadres are proficient in using at least 3 digital tools for work and are equipped with digital signatures according to regulations; 100% of documents are exchanged in electronic form (except for confidential documents according to the provisions of law); 100% of work records of units, agencies of the Vietnam Fatherland Front Committee at all levels and member organizations are processed in the network environment (except for work records within the scope of state secrets).

The Vietnam Fatherland Front Committee of the district also strives to have 100% of the reporting regime, periodic report synthesis and statistical reports on the activities of the Vietnam Fatherland Front and its member organizations carried out in the digital environment; 50% of people's needs in support activities, donations, relief, humanitarian activities, charity, mobilizing social resources to care for social security, build and protect the Fatherland... on the digital application platforms of the Vietnam Fatherland Front; edit, digitize and digitally store 100% of the archives of the Vietnam Fatherland Front Committees at all levels and member organizations (except for documents that do not ensure quality for digitization); build a specialized database that is connected and shared across the entire Front system and member organizations...

In addition, the district Fatherland Front sets a target of having 70% of the working-age population trained in basic digital skills, as a foundation for using digital services; the rate of non-cash transactions reaches 80%; 100% of adults access digital services in healthcare, education, insurance, transportation, etc.

Each unit of the Vietnam Fatherland Front and its member organizations at all levels in the district has at least 1 specific project or task to implement digital transformation, contributing to improving the quality and efficiency of operations, effectively implementing the goal of digital transformation to build and develop a civilized, modern, and happy capital.

The Standing Committee of the Vietnam Fatherland Front Committee of the district requested the Front at all levels to promote a high sense of responsibility, be proactive, overcome all difficulties and challenges, effectively implement the peak emulation period and the emulation movement "Digital citizens rise up with the Capital", contributing to effectively implementing the task of socio-economic development, realizing the district's aspirations to rise up in the new era.
