Kien Giang Department of Health rectifies affiliated units related to procurement

On May 24, the Department of Health of Kien Giang province issued an official dispatch requesting agencies and units under the department to ensure progress and quality when developing a plan to select contractors to purchase drugs, chemicals, medical supplies... to serve medical examination and treatment.

According to the Department of Health of Kien Giang province, recently, most of the units under the department have implemented very well the instructions of competent authorities to ensure adequate and timely supply of medicines, chemicals, medical supplies..., and well implemented the procurement principles, which are to ensure safety, rationality, efficiency and economy.

The units have developed and submitted plans to select contractors to purchase drugs, chemicals, medical supplies... to serve medical examination and treatment to the Department of Health to ensure progress.

However, there are still some units that do not organize the construction and submit plans for selecting contractors to purchase drugs, chemicals, medical supplies... to serve medical examination and treatment, such as not being proactive in purchasing.

The quality of the procurement content has not met the requirements, such as monitoring the usage situation and forecasting the demand for drugs, medical supplies, etc. is not strict and timely; the components of the submitted documents are not complete according to the prescribed form, the submitted content is still lacking, not closely following the regulations and guiding documents related to bidding, thereby not ensuring the basis for appraisal.

The progress of supplementing the explanatory documents of the unit was not timely, not ensuring the time as prescribed, leading to delays in the implementation of the plan; the explanation content on the application of the form of contractor selection, establishment of procurement quantity, and planned unit price was unclear; the explanatory documents on the construction of planned prices for some drugs, chemicals, medical supplies... were not guaranteed according to regulations.

For that reason, the Kien Giang Provincial Department of Health had to return the documents or request additional explanations many times, slowing down the progress of submitting the contractor selection plan to competent authorities for approval, leading to failure to ensure timely supply of sufficient medicines, chemicals, medical supplies... to serve medical examination and treatment.

To overcome the above situation, improve the quality and responsibility of developing plans to select contractors to purchase drugs, chemicals, medical supplies... at medical facilities under its management, the Department of Health of Kien Giang province requests that agencies and units under its management implement the content of developing plans to select procurement contractors to ensure compliance with the provisions of current guidelines.

Units should be more proactive in planning to select contractors to purchase drugs, chemicals, medical supplies, etc., closely monitor the usage situation at the unit, not wait until the quantity and time of the previous contract are exhausted before starting to develop the next procurement plan, proactively develop plans at least 6 months in advance, and not wait for the results of local and national centralized bidding packages.

When developing a contractor selection plan, units must clearly define the principles, procedures and responsibilities of each relevant department. For the contents of the contractor selection plan that cannot be implemented, it is necessary to propose and recommend to the superior agency for guidance.

Strengthen the role of drug and therapeutic councils, scientific councils... in advising unit heads on issues related to the development of regulations on the management and use of drugs, chemicals, medical supplies...

Heads of units need to establish a department to review and re-evaluate documents, explanatory documents, and contents of the procurement contractor selection plan to ensure compliance with regulations before signing and submitting to the Kien Giang Provincial Department of Health for appraisal.
