No new paper health insurance cards issued from June 1, 2025

Pursuant to Official Dispatch No. 168/BHXH-QLT dated March 26, 2025 of Vietnam Social Security guiding regional social insurance, provincial and municipal social insurance on the use of health insurance card blanks, to ensure the rights of health insurance participants during the time of organizing and arranging units to operate under the new model and implementing savings and anti-waste, regional, provincial and municipal social insurance will continue to use the old health insurance card blanks until May 31, 2025.

From June 1, 2025, for cases of requesting to reissue or exchange health insurance cards, the social insurance agency will not issue new paper cards, except in cases where participants cannot install the VssID or VNeID applications or do not have a chip-embedded citizen identification card. Instead, people will be instructed to use the image of the health insurance card on digital applications or the chip-embedded citizen identification card to go to the hospital for examination and treatment.

To date, 100% of medical examination and treatment facilities in Kien Giang province have implemented the lookup of chip-embedded citizen identification cards or used health insurance card images on the VssID and VNeID applications for medical examination and treatment. By the end of 2024, the entire Kien Giang province will have over 1.9 million successful lookups when using citizen identification cards instead of health insurance cards for medical examination and treatment under health insurance.
