Department of Construction summarizes work in 2023

On the afternoon of January 5, the Department of Construction held a conference to summarize the work in 2023 and deploy directions and tasks for 2024. Attending were comrade Nguyen Cao Son, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the People's Committees of districts and cities.

In 2023, the Department of Construction focused on synchronously and effectively implementing the goals, tasks and solutions set out in the State management areas of the industry. The industry's targets and tasks all achieved positive results.

Specifically: During the year, the Department of Construction has appraised and submitted to the Provincial People's Committee for approval important plans and socio-economic development orientations of localities and the province such as: General construction planning of the Binh Minh II Dyke Area to Con Noi, Kim Son District, Ninh Binh Province until 2040; Construction planning of Yen Khanh District, Ninh Binh Province...

In 2023, the Department of Construction completed 21/26 reports proposing investment policies for works and projects; contributed opinions on the policies for establishing and adjusting 105 construction investment projects using state budget capital in the province. Organized examinations, issued new, issued, and adjusted 49 certificates of operational capacity for organizations and 420 practice certificates for individuals.

State management of construction prices has received high consensus from relevant agencies and units. Management of construction materials, housing and real estate market management, urban development and technical infrastructure have been focused on implementation. Notably, the Ninh Binh Province Urban Development Program for the period 2021-2030, with a vision to 2050, has been established and submitted to the Provincial People's Committee for promulgation in Decision No. 133/QD-UBND dated March 16, 2023.

Administrative reform has achieved many encouraging results, in which 100% of administrative procedures under the Department of Construction's jurisdiction have been provided with full online public services.

In 2024, the Department of Construction will continue to improve the effectiveness of State management in the areas under its authority; assign specific tasks to each department and office to focus on advising the Provincial People's Committee on construction fields, focusing on urban planning, urban landscape; construction planning and management; housing and real estate market management and development; construction quality management and construction materials management. In particular, 2024 is a decisive year when the political tasks of the sector enter the final stage to serve the socio-economic development goals of the province, in which the focus is on investment in construction projects and urban development according to the Resolution of the 22nd Provincial Party Congress.

Speaking at the conference, Comrade Nguyen Cao Son, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee informed about the socio-economic situation of the province in 2023, and at the same time acknowledged and commended the efforts and achievements of the provincial Construction sector in the past time. He suggested that in the coming time, the collective leadership of the Department focus on implementing key tasks: It is necessary to continue to closely follow the functions and tasks assigned by the Provincial People's Committee and build directions and tasks for each year in line with the requirements of the Resolution of the 22nd Provincial Party Congress and the Work Program of the Provincial People's Committee.

Focus on progress and quality in planning work, especially general planning of urban areas, functional areas, urban systems, and district areas; create products with long-term vision, taking people and the quality of life of the people as the center.

Continue to closely coordinate with departments, branches, sectors and localities to advise the Provincial People's Committee to promote the attraction of all resources to develop synchronous infrastructure. Strengthen inspection of construction order in the area, resolutely handle violations.

Research and advise the Provincial People's Committee to organize the Scientific - Practical Workshop "Argument for building Ninh Binh into a centrally-run city on the foundation of Hoa Lu Ancient Capital, promoting unique values, outstanding potential, competitive advantages, possessing the World Cultural and Natural Heritage Trang An, aiming for the goal of 2035, vision to 2045".

Regularly inspect and supervise public investment projects under management to ensure the quality of construction investment. Strictly review and control the capacity and quality of contractors through appraisal, inspection and examination.

Strengthening the prevention and fight against negativity in construction investment, promoting administrative reform with the goal of satisfying people and businesses.

On this occasion, the Department of Construction received the Government's Emulation Flag and the Department of Construction Inspectorate received the Prime Minister's Certificate of Merit; many groups and individuals were rewarded for their outstanding achievements in performing the tasks and emulation movements of the industry.
