Binh Dinh successfully implemented 2 projects supported by World Bank loans.

(BĐ) - On the afternoon of April 10, the World Bank (WB) delegation led by Ms. Mariam J. Sherman - Country Director for Vietnam, Cambodia and Laos, East Asia and Pacific Region, had a working session with the Provincial People's Committee on the Vietnam Coastal Cities Sustainable Environment Project - Quy Nhon City Sub-project and the Integrated Adaptive Development Project - Binh Dinh Province. Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang received and worked with the delegation. Also attending were representatives of a number of provincial departments and branches.

Informing the WB delegation about the above 2 projects, the leader of the Department of Finance said: The Vietnam Coastal Cities Sustainable Environment Project - Quy Nhon City Sub-project has a total investment capital of more than 741,995 billion VND, of which the WB loan is 683,530 billion VND, the remaining counterpart capital of the province. This project will be implemented from 2017 to 2024 with 4 components: Expanding sanitation infrastructure, improving urban connectivity, compensation and site clearance, supporting implementation and reforming public service institutions. In June 2024, the project was completed and assigned by the Provincial People's Committee to the Quy Nhon City People's Committee for management and exploitation. The total number of people directly benefiting from the project is 113,273 people, reaching 142% of the project's target; the recovery rate of drainage and wastewater service costs reached 100%.

The Integrated Adaptive Development Project - Binh Dinh province, implemented from 2022 to 2031, has a total capital of VND 2,660 billion, of which the WB loan is VND 1,580 billion, the rest is the province's counterpart capital. This project has 2 component projects, of which the first project is to invest in the construction of a road from National Highway 19C to Quy Nhon Port, 6.35 km long; the second project is to build a coastal road (DT 639) section My Thanh - Lai Giang, 38.14 km long. Currently, the province has deployed the construction of 3 resettlement areas to serve the project. The WB loan procedures for the project have been prepared by Binh Dinh for quite a while, but the WB did not agree to sign a separate loan agreement for Binh Dinh but requested to sign a joint loan agreement with Quang Nam province, while the process of implementing procedures to negotiate loans for Quang Nam province is very slow. Therefore, the WB has requested the two provinces to carry out procedures to extend the project implementation period until 2031 to proceed with negotiations. Up to now, the procedures to extend the project implementation period of the two provinces have been completed.

Providing more information about the above two projects, Vice Chairman of the Provincial People's Committee Nguyen Tu Cong Hoang said that the Vietnam Coastal Cities Sustainable Environment Project - Quy Nhon City Sub-project has contributed to helping the province complete urban infrastructure, improve sanitation, environment and living conditions of Quy Nhon City residents. The province has also fully prepared conditions, including counterpart funds, to effectively implement the Integrated Adaptive Development Project - Binh Dinh Province and hopes to receive active support from the WB.

Ms. Mariam J. Sherman said that Binh Dinh has successfully implemented two projects funded by the World Bank. The World Bank will continue to accompany and support the province in effectively implementing the Integrated Adaptive Development Project - Binh Dinh Province.

At the working session, members of the WB delegation and leaders of Binh Dinh province exchanged and discussed a number of issues related to the management of the Vietnam Coastal Cities Sustainable Environment Project - Quy Nhon City Sub-project and the implementation of the Integrated Adaptive Development Project - Binh Dinh province after the merger of Binh Dinh province with another province.
