Prioritize processing of online administrative documents and procedures

Binh Dinh Department of Natural Resources and Environment is focusing on applying information technology and implementing digital transformation to contribute to improving the efficiency of state management in the field of natural resources and environment.

According to Deputy Director of the Department of Natural Resources and Environment Tran Ky Quang, not being outside the trend, the Department of Natural Resources and Environment has promoted the application of information technology in the management and storage of records and documents. To promote digital transformation, the Department of Natural Resources and Environment has prioritized the settlement of administrative procedures submitted online and paid online on the National Public Service Portal and the Provincial Public Service Portal.

Currently, the Department of Natural Resources and Environment has 105 administrative procedures resolved in the electronic environment, of which 34 full online public services, 70 partial online public services, and 1 online information service are being provided.

In addition, the Department also piloted the online reception of 13 administrative procedures under the Department's management. 100% of administrative procedure settlement results at the Provincial Public Administration Service Center were digitized; 100% of work records at the Department of Natural Resources and Environment were processed online (except for work records within the scope of state secrets).

This unit also connects, integrates, and shares digital data for 100% of reporting regimes, indicators for synthesizing periodic reports and statistical reports on socio-economics; coordinates with the Department of Information and Communications to update data on the field of natural resources and environment into the province's shared data warehouse; provides data information related to digital maps, digital addresses, etc.

In addition, the department is piloting the land management information system in the province; at the same time, completing the pilot of the land management information system in 8 localities, including: Tuy Phuoc, An Lao, Tay Son, Phu Cat, Phu My, Hoai Nhon Town, An Nhon Town and Quy Nhon City.

The Department is also continuing to test in 3 districts: Hoai An, Van Canh, Vinh Thanh to connect electronic tax between the Provincial Land Registration Office, the District Land Registration Office Branch with the Provincial Tax Department, regional tax branches through the real estate registration management application and connect with the province's administrative procedure settlement information system.

People and businesses only visit government agencies once.

Regarding the settlement of administrative procedures in the land sector, on November 14, Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan assigned the Department of Natural Resources and Environment to preside over the review and synthesis of difficulties and inadequacies in the actual settlement of administrative procedures in land; advise and propose amendments, supplements or abolition of relevant provisions of current laws to ensure the settlement of administrative procedures is smooth and convenient for people, businesses as well as state agencies.

The Chairman of the People's Committee of Binh Dinh province assigned the Department of Natural Resources and Environment to coordinate with the Office of the Provincial People's Committee to develop a plan to restructure the process of implementing administrative procedures related to the issuance of land use right certificates and assets attached to land to serve the provision of online public services. In the direction that people and businesses only have to go to the Provincial Public Administration Service Center and the District One-Stop Department once to transact, resolve work and receive results.

Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan requested to evaluate the results of the pilot project on connecting and sharing information and data between the Provincial Land Management Information System with the Tax Department's Land Registration Management Application and the Provincial Administrative Procedures Information System. On that basis, propose tasks and solutions to complete the construction of the Provincial Land Management Information System, ensuring interconnection with the national land database.

The Office of the People's Committee of Binh Dinh province is responsible for presiding over and coordinating with the Department of Natural Resources and Environment and the People's Committees of localities to strengthen monitoring and strictly control the process and time limit for handling administrative procedures in the land sector on the provincial administrative procedure handling information system; ensuring clear identification of people, responsibilities, work, and processing time for cases of overdue documents.

"Publicly and transparently publish the list of individuals and organizations causing late filing on the National Public Service Portal, the Provincial Public Service Portal, the Provincial Electronic Information Portal and the Electronic Information Pages of relevant agencies, units and localities in accordance with regulations", Chairman of Binh Dinh Provincial People's Committee Pham Anh Tuan requested.
