BHG - On the morning of August 7, the Provincial Party Committee opened the mid-term review conference on the implementation of the Resolution of the 17th Provincial Party Congress in conjunction with the implementation of the Resolution of the 13th National Party Congress. Comrades: Nguyen Manh Dung, Acting Secretary of the Provincial Party Committee; Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Van Son, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee co-chaired the conference. Attending the conference were representatives of the Central Party Committees and the Office of the Central Party Committee; the XV National Assembly Delegation of Ha Giang Province; comrades in the Provincial Party Committee Standing Committee, the Provincial Party Committee; Standing Committees of the Provincial People's Council - People's Committee - Fatherland Front Committee; leaders of departments, branches and districts and cities.

Conference overview

Speaking at the opening of the conference, Acting Secretary of the Provincial Party Committee Nguyen Manh Dung stated: Although our province has faced many difficulties and challenges due to the impact of the world economic and political situation and the Covid-19 pandemic; high prices of raw materials and essential goods; natural disasters, droughts... but with the tradition of solidarity, high political determination; self-reliance, self-reliance and development aspirations, the province has thoroughly grasped and resolutely, synchronously and effectively implemented the Resolution of the 13th National Party Congress and the Resolution of the 17th Provincial Party Congress, helping our province gradually overcome difficulties and challenges and achieve important results in all fields.

Acting Secretary of the Provincial Party Committee Nguyen Manh Dung requested delegates to objectively and comprehensively evaluate the achieved results; frankly admit, analyze, clarify limitations, weaknesses, causes and propose feasible tasks and solutions, determined to accelerate the completion of the highest level of targets and tasks set out in the Resolution of the Provincial Party Congress; in which, focusing on the results of implementing the main targets from the beginning of the term up to now; the situation of improving the investment and business environment; developing enterprises and cooperatives; the effectiveness of investment in industrial parks and clusters; restructuring agriculture associated with building new rural areas; the situation of developing tourism, services, border gate economy; the implementation of 3 breakthroughs, 5 key programs; the cultural - social fields; national defense - security; inspection and supervision work of the Party, etc.

At the conference, presenting the mid-term review report on the implementation of the Resolution of the 17th Provincial Party Congress, term 2020-2025, in conjunction with the implementation of the Resolution of the 13th National Party Congress, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thao Hong Son stated: Immediately after the Congress, the Provincial Party Committee and the Provincial Party Committee Standing Committee urgently and resolutely focused on leading and directing the implementation of 3 breakthroughs and 5 key tasks; issued 33 resolutions, 27 directives, 44 programs, 23 projects and many plans to concretize the successful implementation of the goals and tasks set out in the Resolution of the Congress. Up to now, 5/17 targets have met and exceeded the targets set out in the Resolution of the Congress (accounting for 29.4%); 8/17 targets have met from 80% to less than 100% (accounting for 47.1%); 4/17 targets reached from 50% to under 80% (accounting for 23.5%); 1 target reached 35%. For 3 breakthroughs, 5 key programs were implemented drastically; the province has allocated over 8,455 billion VND to build transport infrastructure; over 1,721 billion VND to develop tourism, high-quality agricultural products according to the value chain and over 1,810 billion VND to create livelihoods, improve the material and spiritual life of the people.

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Thao Hong Son presented a mid-term summary report on the implementation of the Resolution of the 17th Provincial Party Congress.

Thereby, making important contributions to socio-economic development and economic restructuring. The average growth rate of gross domestic product in the 2021-2023 period reached 5.94%. The proportion of the agricultural, forestry and fishery sector decreased from 30.4% to 28.7%; the industrial - basic construction sector increased from 23% to 25.4%; the trade and service sector maintained at 40.7%; product tax accounted for 6.2%. Party building and the political system continued to be strengthened; the leadership, direction and administration methods of Party committees and authorities had many innovations, drastic, creative and effective. The national defense and security situation, the great solidarity of ethnic groups were maintained; people's trust in the leadership of the Party, management and administration of authorities at all levels was enhanced.

Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Son reported on the review of the leadership and direction of the Provincial Party Committee and the Provincial Party Committee Standing Committee, term XVII.

The conference listened to Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Son report on the review of the leadership and direction of the Provincial Party Committee, the Provincial Party Committee Standing Committee for the 17th term in the 2020-2025 term; listened to Chairman of the Provincial Party Committee's Inspection Committee Tran Quang Minh report on the preliminary review of the Party's inspection, supervision and disciplinary enforcement work in the 2020-2025 term and 2 years of implementing Resolution No. 08 dated May 18, 2021 of the Provincial Party Committee Standing Committee on inspection and supervision work in the 2021-2025 period.
