Over the past 5 years, thoroughly grasping and implementing Resolution No. 35, the Provincial Party Standing Committee and Party committees at all levels in the province have regularly paid attention to leading and directing the implementation of the Resolution to ensure it is methodical, synchronous, comprehensive, close, and drastic; with many proactive, creative solutions and approaches that are suitable to the province's reality, achieving positive results.
In particular, Ninh Binh is the first province in the country to develop a project to implement Resolution No. 35 (Project 33 of the Standing Committee of the Ninh Binh Provincial Party Committee).
Along with that, the province has directed the Standing Committees of district Party Committees, city Party Committees, affiliated Party Committees and a number of related departments, branches and sectors to establish Steering Committee 35 at district level and equivalent, in which it is clearly instructed that the Head of Steering Committee 35 is the Party Secretary, head of agencies and units. This is a creative and proactive point of Ninh Binh to promote the role of the head and the determination in leading and directing the implementation of Resolution 35.
Awareness of protecting the Party's ideological foundation, the spirit of revolutionary vigilance, and the struggle to refute the wrong and hostile viewpoints of Party committees, authorities, organizations, cadres, party members and people in the province have been significantly improved. In leading and directing the implementation of the Resolution, solutions for socio-economic development, ensuring social security have been closely and synchronously combined with political and ideological propaganda and education; and the role of setting an example in ethics and responsibility in performing public duties of cadres, party members, civil servants and public employees, especially leaders, has been emphasized and well directed.
Along with that, all levels, sectors and localities in the province have proactively grasped the ideological situation and public opinion, detected emerging issues early, forecasted and proposed solutions to fight and prevent quickly, sensitively and promptly, not allowing hostile forces to take advantage of sensitive issues, gather forces, form organizations, distort, incite and entice the masses to oppose the Party and the State, contributing to maintaining political security, social order and safety, creating conditions for the successful organization of major and important events of the country and the province.
The results of the work of protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints have contributed positively to socio-economic development, ensuring security and national defense, Party building, building the political system and successfully implementing the province's political tasks.
At the conference, many delegates spoke, discussed and shared good practices, experiences, difficulties and obstacles in the implementation of Resolution 35, and proposed solutions to effectively implement Resolution No. 35-NQ/TW in the coming time.
Speaking at the conference, Secretary of the Provincial Party Committee Doan Minh Huan acknowledged and highly appreciated the results and the active and persistent participation of Party committees, authorities, all levels, sectors, localities and people in implementing Resolution 35 in the past time, affirming: The work of fighting against wrong and hostile viewpoints in the province has had many positive changes, from being passive to being proactive, fighting strongly and directly; the methods and ways of organizing and gathering forces to participate have had many innovations. The work of protecting the Party's ideological foundation and fighting against wrong and hostile viewpoints has contributed significantly to maintaining political security and social order and safety, promoting socio-economic development, building a clean and strong Party and government, and consolidating people's trust in the Party and government.
Frankly pointing out the limitations in the implementation of Resolution 35, while emphasizing the difficulties, challenges and requirements of the work of protecting the Party's ideological foundation, fighting against erroneous and hostile viewpoints in the new situation, the Provincial Party Secretary suggested continuing to raise awareness more fully and deeply for Party committees, Party organizations, cadres, Party members and people of all walks of life about the Party's ideological foundation and core issues; mobilizing the more active participation of the entire political system and people of all walks of life in the work of fighting against erroneous and hostile viewpoints. In the struggle, it is necessary to identify and expose each subject and each time to have appropriate handling methods; linking the struggle with protecting cadres; attaching importance to the confidentiality of internal information.
The Provincial Party Secretary noted: The fight against erroneous and hostile viewpoints has a wide scope and many fronts from ideology, politics, information, press and media, foreign information to fighting with technology... In which, it is necessary to identify the fight on cyberspace as the main front, taking the press and media as the main force, and handling people's grievances as the basis.
Continue to pay attention to building forces to participate in the struggle to ensure multi-line, multi-layered, with spearhead forces and main forces, in which it is necessary to strengthen closer coordination between forces. Closely link construction with fighting, protect internal politics and network security. Allocate sufficient resources for specialized forces and core forces, thereby contributing to doing a good job of fighting against wrong and hostile viewpoints in the new situation, contributing to building the Provincial Party Committee increasingly clean and strong, maintaining a stable political and social environment, consolidating people's trust, promoting the strength of national solidarity, building Ninh Binh to develop more and more.
On this occasion, 10 collectives and 15 individuals with outstanding achievements in 5 years of implementing Resolution 35 of the 12th Politburo were awarded Certificates of Merit by the Provincial People's Committee Chairman.
