The Ho Chi Minh City Department of Education and Training has just announced the organization of recruitment exams for the position of vice principal at three high schools: Tran Huu Trang, Can Thanh and Viet-Australia International.
According to the Department of Education and Training of the City, the subjects registered to participate in the recruitment include: Local personnel (civil servants who meet the conditions, standards and are in the planning of the position to be recruited, currently working at the agency or unit with the need for appointment); personnel from other places (civil servants and public employees currently working in agencies and units in Ho Chi Minh City who meet the conditions, standards and are in the planning of positions equivalent to the selected position).
In addition, there are also candidates nominated to participate in the recruitment, who are civil servants and public employees not included in the planning of the selected position or a position equivalent to the selected position, nominated by the leader of the competent authority appointing the selected position and approved in writing by the Party Committee of the competent authority appointing that position.
Civil servants and public employees who are holding leadership or management positions are only allowed to take the exam for the next higher leadership or management position than their current position. If they are not holding a leadership or management position, they must have worked in the industry or field for at least 2 years (not including internship or probationary period) and are only allowed to take the exam for the position of deputy head of department or equivalent.
Qualified candidates will compete in two rounds including a written test and a project presentation.
In particular, the written test covers general knowledge about the Party's guidelines and policies, the State's policies and laws on the major and field of recruitment; understanding of management skills of the major and field of recruitment; responsibilities, tasks, and powers of the position being recruited and other contents. The test duration is 180 minutes, with a score of 100. Candidates must have a written test result of 50 points or higher to participate in the project presentation.
In the next round, the contestant must present a project, analyze the strengths and weaknesses of the unit using the recruitment title and point out the causes; forecast development trends and propose plans and solutions for the development of the agency or unit using the recruitment title; an action plan to implement the contestant's plans and solutions if appointed to the recruitment title; presentation skills, communication, behavior, handling of management situations, leadership style; answer questions from the examination board and participants.
The specific topic of the project for each recruitment position will be publicly announced on the electronic information page of the agency or unit. The maximum time for presenting the project is 30 minutes. The time for answering questions about the project is 30-40 minutes.
It is expected that the written exam will be held in November, the project presentation will be in December, and the decision on the successful candidates will be announced and the appointment decision will be awarded in December.

Speaking to a reporter from the Lao Dong Newspaper , Mr. Tong Phuoc Loc, Head of the Personnel Organization Department of the Ho Chi Minh City Department of Education and Training, said that the organization of the recruitment exam is primarily based on the vacant positions. This is also the second year that the Ho Chi Minh City Department of Education and Training has conducted the recruitment exam for the position of vice principal of high schools. This year, only one school in the suburbs will organize the recruitment exam, while the other two schools are in the inner city. In particular, the Vietnam-Australia International High School is a public school model with a specific development policy, so it requires candidates to meet a number of appropriate requirements.
Mr. Loc added that the reason why the Department of Education and Training organized the exam to recruit the position of vice principal was due to the fact that if local human resources were used, there would be a lack of competition, and there would still be the idea of "living long to become a veteran". Implementing the exam to recruit vice principals would attract young staff to work in schools in suburban areas; stimulate efforts, healthy competition, and overcome the dependence and inertia of local resources. In schools in suburban areas, it is very difficult to mobilize and rotate staff from one place to another.
According to Mr. Loc, in the second year of organization, the Department of Education and Training of the City will implement the program in the direction of both doing and piloting, promoting the positive aspects, and at the same time organizing experience after each implementation.
