The news that Hanoi City plans to submit to the City People's Council a resolution regulating new tuition fees, including temporarily suspending tuition support from the 2023-2024 school year, is attracting public attention. Some opinions say that not receiving tuition support will cause many difficulties for students, especially those from poor households.

Explaining this, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that according to the provisions of Decree No. 81/2021/ND-CP (hereinafter referred to as Decree 81) of the Government, the tuition fee framework from the 2023-2024 school year onwards will be adjusted at a rate appropriate to the local socio-economic conditions, the consumer price index growth rate, the annual economic growth rate and the people's ability to pay.

Based on the tuition fee framework for the 2023-2024 school year, the Provincial People's Council decides on specific tuition fees with an annual increase of no more than 7.5%.

According to Mr. Cuong, Hanoi City builds tuition fees based on the provisions of Decree 81 and current socio-economic conditions. Specifically, the average income of the city's people in 2022 increased by 7.01% compared to 2021; the consumer price index in 2022 increased by 3.4% compared to 2021.

Notably, the average consumer price index in the first four months of this year increased by 1.81% over the same period in 2022. In addition, from July 1, the basic salary increased from VND 1,490,000/month to VND 1,800,000/month, an increase of 20%.

Mr. Tran The Cuong analyzed: "Currently, people's lives have stabilized after the Covid-19 pandemic, the economy has gradually recovered, as shown in the above statistical indicators. However, to ensure stable tuition fees compared to the 2022-2023 school year, Hanoi plans to propose tuition fees for the 2023-2024 school year equal to the 2022-2023 school year and equal to the floor level (lowest level) within the framework prescribed in Decree No. 81.

In order to share with people in the context of many difficulties due to the impact of the Covid-19 epidemic, in the 2022-2023 school year, Hanoi will apply a policy to support tuition fees for students at all levels. Hanoi City plans to propose to the City People's Council to temporarily stop tuition support from the 2023-2024 school year.

For poor students, in the 2023-2024 school year, Mr. Cuong said that Hanoi will continue to apply support policies, ensuring that all students have equal access to education. Students from poor and near-poor households; orphans; students with disabilities and other policy beneficiaries will enjoy tuition exemption and reduction and support for study costs according to the provisions of Decree 81.

It is estimated that the total number of preschool and primary school students eligible for tuition exemption or reduction in the 2023-2024 school year is 16,623 students. The total cost of implementing the tuition exemption or reduction regime according to the proposed tuition fee level is expected to be about 16.6 billion VND.
