Department of Industry and Trade: Efforts to improve DDCI index

To ensure maintaining and improving the scores and rankings of the PAR Index, PCI, DDCI, SIPAS... in 2024, the Department of Industry and Trade of Quang Ninh proactively identified existing problems and proposed many specific solutions and tasks.

In order to improve the effectiveness of the component indexes, in recent times, the Department of Industry and Trade has focused on directing the development, promulgation of plans and assignment of specific tasks to each specialized department and unit under the Department in conjunction with the responsibility of the head in implementing the component indexes; synchronously implementing administrative reform, supporting and implementing solutions to remove difficulties for enterprises, investors, and business households to ensure that the support for enterprises and investors is substantial, in-depth, effective, and associated with the interests of enterprises... Although many solutions have been implemented, in 2023, the scores and rankings of some indexes have not been as expected. Specifically, implementing the Provincial Competitiveness Index (PCI), the indicators of the Department of Industry and Trade are in the "Business Support Service Policy" axis, in which the Department presides over 5 component indexes and 1 index co-chaired with the Provincial Economic Zone Management Board. Accordingly, the Department regularly grasps and exchanges information on the production and business activities of enterprises; at the same time, proactively works to remove difficulties as well as promptly grasp to advise the province to direct solutions. In 2023, there were 5 component indexes that increased in score and only 1 component index decreased in score related to policies and FTA application. According to the Department of Industry and Trade's assessment, the reason for the decrease in score is that in the province there are many small, medium and micro enterprises with limited management capacity, so the exploitation of information related to business support has not been met; private service providers still have many limitations and have not met the needs and tastes of customers, leading to ineffective operations...

Also according to the results of the announcement of the ranking and assessment of the administrative reform index (PAR Index) in 2023 of departments, branches, sectors, People's Committees of districts, towns and cities in the province, the Department of Industry and Trade achieved 86.47 points, ranked 14/20, down 1.98 points compared to 2022, down 7 places on the ranking. The main reason for the decrease in these indexes is that the reporting regime for monitoring law enforcement as prescribed has not been fully implemented; the Decision stipulating the functions and tasks of the departments under the Department has not been issued; there are still some shortcomings in public finance reform in terms of saving costs, increasing income for civil servants and public employees working at departments, branches, sectors and affiliated units...

In addition, the Department of Industry and Trade's Departmental Competitiveness Index (DDCI) in 2023 increased by 2.23 points compared to 2022, ranking 6th out of 16 departments and branches, but decreased by 1 rank compared to 2022; The satisfaction index of people and organizations with the service of state administrative agencies of Quang Ninh province (SIPAS) in 2023 reached 94.69% of the satisfaction index score, ranking 7th out of 20 departments and branches participating in the survey, up 6 ranks compared to 2022.

Ms. Nguyen Hoai Thuong, Deputy Director of the Department of Industry and Trade, said: Based on identifying the shortcomings as well as maintaining the positive aspects, in order to maintain and improve the scores and rankings of the province's competitiveness indexes, the Department of Industry and Trade continues to urge and request specialized departments and affiliated units to strictly implement the assigned contents in the documents and instructions of the Department; proactively deploy and coordinate with the responsible departments and branches to promote the implementation of key tasks to improve the scores in low-scoring indexes, reduce scores and rankings; strengthen the control and inspection of the implementation of tasks and strategic policies that have been issued; synchronously deploy solutions to support businesses in accessing assistance programs within the framework of the Law on Support for Small and Medium Enterprises and FTA policies. At the same time, proactively and actively innovate the leadership, direction and management methods to implement administrative reform tasks at the Department, ensuring the successful completion of the administrative reform targets and tasks set out in 2024; strengthen the review, reduction and simplification of administrative procedures in an effective and practical manner; improve low-ranking indicators such as: Legal institutions, Informal costs, Fair competition; promote research and synchronous implementation of the contents of component indicators... Thereby, overcoming shortcomings, improving the 2024 Par Index, PCI, DDCI, SIPAS indicators of the Department, contributing to the overall development of the province.
