TPO – Commenting on the solution to eliminate rest stops on the North-South Expressway after Tien Phong published an article on this topic, Mr. Lam Van Hoang – Director of the Vietnam Expressway Administration (VEA) – said that he had asked investors to complete the project with essential services before Tet.
Talking to Tien Phong reporter, Mr. Hoang said that currently, the Eastern expressway route from Hanoi to Ho Chi Minh City is divided into two phases, including: Component projects for the 2017-2020 period (phase 1) and component projects for the 2021-2025 period (phase 2 - under construction). In total, phase 1 and phase 2 have a total of 23 projects with 21 rest stops along the route.
Of the total 11 expressway component projects in phase 1, there are 10 rest stops. After a period of urgent implementation, up to now, 8 stations (accounting for 80%) have been selected by the Vietnam Road Administration for investors.
“The investor then signed a project implementation contract with the Vietnam Railway Authority, the completion time according to the contract is from 15 to 18 months, the public service works are completed in 11 months. Currently, the work of deploying the rest stops is being approached by the investors on site, carrying out the work to deploy the project,” said Mr. Hoang.

Investors have been selected for the construction of rest stops for 8 North-South expressway projects, phase 1, including: Mai Son - National Highway 45, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet (2 stations), Phan Thiet - Dau Giay.
Regarding the current situation at the above rest stop projects, Mr. Hoang said that the rest stop at the two expressway projects Mai Son - National Highway 45 and Vinh Hao - Phan Thiet (station Km205) has been handed over by the locality, and the investor is currently implementing the project. The locality has not yet handed over the land to the investors for the three expressway projects Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet. The remaining three expressway stations at Nghi Son - Dien Chau, Dien Chau - Bai Vot, Phan Thiet - Dau Giay have only been partially handed over by the locality...
The biggest difficulty in implementing the current rest stops, according to Mr. Hoang, is that many localities have not yet cleared the land for the overall construction project. Recently, the Ministry of Transport has issued a document requesting the provinces of Thanh Hoa, Nghe An, Ha Tinh, Khanh Hoa, Ninh Thuan, Binh Thuan, and Dong Nai to direct the acceleration of this work.
“Although the provincial People's Committees have been very active in implementing the project, the progress of site handover is still very slow. After 3 months, there have been investors but only 2/8 stations have received the site, the rest have not been handed over or have only been partially handed over. This situation does not meet the progress of implementing the rest stops on the North-South Expressway,” Mr. Hoang assessed.

From this reality, along with the official dispatch sent to the provinces by the Ministry of Transport, Mr. Hoang said, the Vietnam Railway Authority has requested the Project Management Boards (investors), relevant agencies and units to coordinate with localities to receive and hand over the site, receiving the site as soon as it is available to organize the implementation of construction as soon as conditions are met, meeting the progress of completing the construction of the projects.
For investors, the Vietnam Construction Department requires to urgently complete procedures on design and contractor selection to speed up project implementation progress.
“Develop flexible plans for the construction of rest stops, minimize necessary procedures, strive to basically complete essential public works (parking lots, toilets, gas stations) as soon as possible to serve people and vehicles traveling on the route, strive to complete before the Lunar New Year 2025 for stations that have enough space to implement” – Mr. Hoang informed.
