Hanoi will have mechanisms and policies to promote the process of converting to green energy vehicles.

A representative of the Hanoi Department of Construction said that the city's bus network currently has 153 routes, including 128 subsidized bus routes, 9 non-subsidized bus routes, 13 adjacent bus routes and 3 city tour routes.

The number of subsidized buses is 1,903, of which 282 use clean energy (139 CNG buses and 143 electric buses); and over 1,200 vehicles meet Euro IV emission standards or higher.

Based on the proposal of transport units and the approval of Hanoi People's Committee, 4 transport units (Hanoi Transport Corporation, Newway Transport Joint Stock Company, Hai Van International Transport Joint Venture Company, Bao Yen Construction Service Tourism Company Limited) are investing and piloting 5 electric bus routes with 76 buses.

According to the "Project to develop a public transport system using electric buses and green energy in Hanoi", from 2026, the City is expected to issue technical and economic norms and full unit prices for electric bus types, and units will implement vehicle replacement; striving to have 100% of buses converted to green energy by 2030.

At a recent meeting to hear reports on the plan and roadmap for converting and developing the electric bus and green energy system, Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen emphasized that converting to green energy vehicles is an issue that the City is very concerned about, because environmental pollution is becoming increasingly serious. Not only buses, Hanoi will move towards converting all vehicles to green energy, including taxis and personal vehicles.

To encourage people and economic sectors to participate in converting to green energy vehicles, the City will have mechanisms and policies to promote the conversion process to take place faster. Regarding this issue, the leaders of Hanoi City have assigned the Department of Finance to study and propose.

The Hanoi People's Committee assigned the Department of Construction to review and finalize the plan to convert buses to green energy; strive to convert 100% of buses by 2030 at the latest.

Along with that, the Department of Construction researched and developed a set of criteria to evaluate transport units, moving towards granting "stars" to green bus companies, in order to improve the quality of service for the people of the capital...

At the same time, the Department of Construction coordinates with localities to review and include in planning the construction of a charging station system to serve green energy conversion.

Previously, the Hanoi People's Committee issued a Decision approving the "Project to develop a public transport system using buses using electricity and green energy in the City".

According to the project, Hanoi will switch to electric buses in 2025. In the period 2026-2035, the city will switch to 50% electric buses and 50% LNG/CNG buses.

From the beginning of 2025, transport units are implementing procedures to invest in and pilot 5 electric bus routes with 76 vehicles to establish norms and unit prices for medium and small capacity electric buses.

In 2025, large diesel buses that have expired depreciation and expired contracts will be converted to large electric buses.

From 2026, the City will issue technical and economic norms and full unit prices for electric bus types. Units will implement the replacement of vehicles that have expired their depreciation period (10 years) according to the actual time of use of the vehicles on each route.

The total estimated cost of implementing the plan is about 48,625 billion VND. Of which, the City budget is about 35,996 billion VND and enterprises must arrange about 12,629 billion VND.
