At the conference, many opinions expressed concern about the situation of residual plant protection chemicals in export shipments, non-compliance with regulations on plant quarantine and food safety of agricultural products of plant origin when exporting, causing great damage to businesses and affecting the reputation of Vietnamese agricultural products.
Mr. Nguyen Phong Phu, Technical Director of Vina T&T Group and Mr. Hoang Khanh Duy, Deputy Head of Dong Dang Border Gate Economic Zone Management Board (Lang Son) proposed that the Ministry of Agriculture and Rural Development should soon develop regulations and sanctions on the use of growing area codes and packaging facility codes, manage growing area codes and packaging facility codes more effectively, and protect code owners.
At the same time, it is necessary to standardize and synchronize quality, packaging, labeling, food safety and hygiene, traceability, etc.
Regarding violations of codes for growing areas and packaging facilities, Deputy Minister of Agriculture and Rural Development Hoang Trung requested localities to inspect the issuance, management and use of codes in localities. “Using administrative measures, if shipments of goods arriving at the border gate are detected by the plant quarantine agency, they will be required to be re-exported to the domestic market, not allowed to be exported and the exploitation and use of that code will be suspended,” Deputy Minister Hoang Trung directed.
Once the exact cause has been investigated and determined to find a solution and the phytosanitary and food safety requirements with the importing country have been negotiated, the local authorities and owners of the packaging facilities will be notified and the growing area codes will be allowed to continue to be exploited and exported.
“The Ministry of Agriculture and Rural Development has worked with the Ministry of Justice and is asking the Government for permission to develop two more decrees. The first is a decree guiding the issuance of codes for growing areas and packaging facilities. The second is about sanctions in this field,” Mr. Hoang Trung informed.
