Halfway through the term of implementing the Resolution of the 19th Provincial Party Congress, in the context of many difficulties, the Ha Tinh Party Committee has implemented many policies and guidelines to care for the people's lives. Heartwarming stories are constantly being written from responsibility, affection, perseverance and creativity throughout the journey of implementing social security work with the Party's meaning and people's love.
Along with policies and strategies to support people in overcoming natural disasters and calamities, Ha Tinh always pays attention to doing well in social security work, focusing on implementing many programs and solutions to reduce poverty and create sustainable livelihoods. Social security is increasingly taken care of in parallel with socio-economic development, which is the foundation for Ha Tinh to develop rapidly and sustainably.
After nearly 1 year of implementing the policy of "supporting income for poor households under social protection policies, without pensions, social insurance benefits, social protection benefits, and other monthly benefits", the lives of those who are eligible for this policy in Loc Ha district have become less deadlocked.
Mr. Nguyen Van Tin (born in 1953, Phu Dong residential group, Loc Ha town) has been taking care of his wife with heart failure for more than 18 years.
In a small house on a hot August afternoon, Mr. Nguyen Van Tin (born in 1953, Phu Dong residential group, Loc Ha town) is taking care of his wife who has heart failure. “My wife has been sick for 18 years now and has benefited from the State’s support policy. As for me, for nearly a year now, I have been supported by the province with 250,000 VND/month, which together can cover my medicine and make life less difficult,” Mr. Tin confided.
Mr. Tin's family is one of 218 households in Loc Ha district that enjoy the income support policy for poor household members under the social protection policy according to Resolution 72/2022/NQ-HDND dated July 15, 2022 of the Provincial People's Council on regulations on a number of poverty reduction policies and ensuring social security in Ha Tinh province for the period 2022-2025 (referred to as Resolution 72). Ms. Pham Thi Hien - an expert of the Department of Labor, Invalids and Social Affairs of Loc Ha district said: "The implementation of this policy has helped people in especially difficult circumstances have an additional source of regular monthly support. Along with that, the circumstances are also known more by all levels, sectors and the community, cared for and encouraged both materially and spiritually."
Mr. Tin's family is in difficult circumstances, so officers from the Department of Labor, Invalids and Social Affairs of Loc Ha district often visit and encourage them.
Resolution 72 was issued on the basis of synthesizing policies on poverty reduction and ensuring social security, while adding some new contents and expanding the supported subjects. With the synchronization in policies as well as the implementation process, the support resources have had a profound and comprehensive impact on all areas of life.
According to the Department of Labor, Invalids and Social Affairs, after more than 1 year of implementation, the total budget for implementing Resolution 72 reached more than 797 billion VND with nearly 756,000 beneficiaries with policy groups: monthly social assistance for social protection beneficiaries in the community and social protection facilities; support for participation in voluntary health insurance and social insurance, income support for poor household members under social protection and social assistance policies.

In particular, the 2020-2025 period marked Ha Tinh's special attention in priority policies to support the expansion of health insurance and social insurance coverage towards a sustainable social security strategy. Implementing Resolution 72, up to now, the whole province has 517,159 elderly people, people from near-poor households, agricultural, forestry, fishery and salt-making households with average living standards supported to buy health insurance with a total average cost of more than 83 billion VND/year; 55,875 self-employed workers are supported to participate in voluntary social insurance with a total cost of more than 20 billion VND/year.
From the province's humane policies, many localities have proactively allocated budgets to increase the level of support, while mobilizing the entire political system to propagate to the people. Thanks to that, by the end of July 2023, the whole province had 152,744 people participating in social insurance and 1,194,591 people participating in health insurance; health insurance coverage reached 92.8%.
The Department of Social Work, Provincial General Hospital regularly coordinates with organizations, philanthropists and individuals to give gifts and support meals for poor patients and people in difficult circumstances receiving treatment at the hospital.
Continuing to expand the coverage of social security policies, at the 14th Session held in July 2023, the 18th Provincial People's Council issued Resolution 108/2023/NQ-HDND on support for poor households and some disadvantaged people when receiving medical examination and treatment at medical facilities in the period of 2023-2028.
Ms. Nguyen Thi Nhu Trang - Head of Social Work Department, Provincial General Hospital shared: “Every year, the province's frontline hospital welcomes thousands of patients in difficult circumstances for treatment. Witnessing the difficulties and deadlocks of the poor every day when they fall ill, we deeply feel the humanity of the State's policies to help them fight the disease. When there is more support according to the provisions of Resolution 108/2023/NQ-HDND, patients and their families will feel more secure, and at the same time, the hospital will have favorable conditions to help patients recover soon."
Staff of the Center for Treatment - Education - Social Labor wholeheartedly care for and nurture mentally ill people who are being managed and cared for at the center.
Also at the mid-year session of 2023, the Provincial People's Council issued Resolution 106/2023/NQ-HDND, amending and supplementing a number of points of Resolution 72, including adding more subjects to be admitted for care and nurturing at the Center for Treatment - Education - Social Labor. In addition to managing and caring for people with severe neurological and mental disabilities who have dangerous behaviors for themselves, their families, and the community as before, the center will also accept more severely mentally ill people from poor and near-poor households who wish to be cared for and nurtured.
Mr. Duong Hai Trieu, Director of the Center for Treatment - Education - Social Labor said: "To implement this humane policy, we have prepared facilities, arranged human resources, and are ready to receive new cases. In addition, the center is surveying patients who are being managed and cared for voluntarily but are poor or near-poor households to disseminate the policy and support families to switch to long-term care protection."
The provincial Nursing Center for Meritorious People and Social Protection is invested in a spacious and modern manner.
The quality of care and nurturing for the subjects concentrated at the Center for Nursing for Meritorious People and Social Protection of the province is increasingly improved thanks to appropriate support policies.
At the Provincial Center for Nursing for Meritorious People and Social Protection, according to Director Tran Viet Toi, since 2021, facilities have been invested, in particular, a housing area with modern equipment (sponsored by Vietcombank) with a total value of 12 billion VND has been put into operation. Along with that, according to the provisions of Resolution 72, the recipients of meritorious people have been expanded, up to now, the center is managing, caring for and nurturing 129 people. The quality of care and nurturing has been improved when the monthly support level has been increased (1,720,000 VND/person/month), higher than the standard level of social assistance according to Decree 20/2021/ND-CP dated March 15, 2021 (1,440,000 VND/person/month), at the same time, the socialization of resources to help the subjects is increasingly favorable.
According to Mr. Toi, the project to build a care area for the elderly and social beneficiaries sponsored by the Thien Tam Fund of Vingroup Corporation has a total cost of 70 billion VND, built on an area of 3.1 hectares on the land next to the center, expected to be put into use in 2024, will continue to facilitate the expansion of the subjects receiving centralized care and nurturing.
Synchronously implementing poverty reduction solutions, considering this as a core factor for sustainable social security, in recent years, many programs and projects have been directed to be implemented synchronously, creating multi-dimensional impacts for the poor to gradually rise up. The focus is on the national target program for sustainable poverty reduction for the period 2021-2025, which is being effectively implemented with the active participation of localities, the Fatherland Front at all levels, socio-political organizations and the community. In particular, focusing on the following contents: providing knowledge, supporting livelihoods, providing preferential credit loans, supporting house building, building essential living facilities for poor households, near-poor households, and people in difficult areas.
Ms. Tran Thi Ninh (born in 1963, in Trung Van village, Thach Van commune, Thach Ha district) received financial support to build a house and support her livelihood, so her life is less difficult.
Visiting families supported to reduce poverty in the coastal area of Thach Ha district with leaders of Thach Van commune, we had the opportunity to meet and share with Ms. Tran Thi Ninh (born in 1963, Trung Van village) about the happiness of a single woman who has overcome difficult and sad years thanks to accessing multidimensional poverty reduction support programs. A memorable milestone is that in 2021, she was supported with 29 million VND to buy breeding cows, implement a model of raising breeding cows, and gradually stabilize her livelihood. In 2022, she continued to access the housing support policy with an amount of 70 million VND, combined with the help of the Women's Union and neighbors, she has a new, spacious and clean house.
“The day I received support from the State to start building a new house, knowing my family’s difficult circumstances, the neighbors quickly mobilized an additional 30 million VND in support and I was able to have this dream house. Living in a new house and developing a livelihood to ensure my life, I felt much more excited and my health also improved a lot,” Ms. Ninh shared.
Ms. Tran Thi Hoa - Chairwoman of the People's Committee of Thach Van commune, Thach Ha district encouraged women's union members to support dismantling houses and building houses for members facing difficult circumstances in the area.
According to Ms. Tran Thi Hoa - Chairman of the People's Committee of Thach Van commune, the sustainable poverty reduction program has become an important midwife for poor and near-poor households in purely agricultural areas with harsh natural conditions. With the integration of programs, projects and socialized resources, from 2020-2023, more than 305 households have been invested in livelihood models, 15 households have been supported with housing and hundreds of households have been supported with information, training, knowledge, vocational training... Up to now, the whole commune has only 86 poor households (accounting for more than 4.23%), of which 50 households are sick, elderly and unable to work; the rate of near-poor households is only 4.01%.
During the implementation process, the national target program for sustainable poverty reduction has also been linked with other national target programs such as: building new rural areas; socio-economic development in ethnic minority and mountainous areas and the For the Poor movement of the Vietnam Fatherland Front at all levels, thereby helping localities mobilize resources from many programs, projects, movements, and campaigns, creating great support for people on the journey to escape poverty sustainably.
The Vietnam Fatherland Front Committee of Thach Ha district presented chickens and food to support 12 livelihood models in the district.
(1) Ms. Nguyen Thi Lien in My Ha village, Cam My commune (Cam Xuyen) implemented a beekeeping model for honey with support from the National Target Program for Sustainable Poverty Reduction. (2) Ms. Hoang Thi Thu's family in Hung Thanh village, Cam Hung commune (Cam Xuyen) received support of 8 million VND to buy breeding cows from the National Target Program for Sustainable Poverty Reduction for the period 2021 - 2025.
In the period of 2021-2023, the province will implement 61 poverty reduction models to diversify livelihoods and develop poverty reduction models (each model has 10-15 poor households, near-poor households, newly escaped poverty households, and households with disabled people without stable livelihoods participating) with a total budget of more than 43.7 billion VND; implement 50 projects to support production development with a total budget of nearly 19.4 billion VND. In addition, each year, the provincial Fatherland Front allocates from the "For the Poor" Fund to implement 100 models of breeding animals with a total amount of 1 billion VND; socio-political organizations support hundreds of small livelihood models for members and union members.
Receiving synchronous support from capital, livelihood to training and skills, many poor and near-poor households have awakened their aspirations to break through, gradually expanding their production and business scale, not only to enrich their families but also to become the nucleus in local economic development.

The story of Ms. Tran Thi Lua in Ho Sen village, Son Tay commune (Huong Son), from a near-poor household to becoming the owner of a model with 3-star OCOP products is such a journey. “I came from Hue to Ha Tinh as a daughter-in-law in 2017. In the first years, my husband worked as a worker, I took care of my young children, so the family had a lot of difficulties. In 2019, with the encouragement and support of the Women's Union of Son Tay commune, I accessed the loan capital for near-poor households from the Social Policy Bank and borrowed more from the Women's Development Fund to develop the traditional essential oil extraction profession. From a small scale, after participating in training courses on startup knowledge and being supported and encouraged, I confidently built an OCOP product. In 2021, the essential oil product branded Bao Tuan achieved 3-star OCOP and received an encouragement prize in the Startup Idea Competition of the Women's Union of Huong Son district. Currently, the facility is maintaining the production of 450 liters of various essential oils each year, supplying the market nationwide, with a revenue of more than 1 billion VND/year; creating regular jobs for 4 workers with an average income of 4 million VND/person/month" - Ms. Lua shared.
Sustainable poverty reduction in Ha Tinh in recent times has also been associated with the development of vocational education, orientation, and employment support for workers. With the focus on developing the vocational education system along with many solutions on career orientation and orientation, the scale of vocational training has been expanded, and the connection and association with businesses to create jobs for vocational students has become increasingly evident.
Thach Ha District Vocational Education and Continuing Education Center awarded vocational certificates in food processing techniques and restaurant services to students.
In particular, on July 15, 2022, the Provincial People's Council issued Resolution No. 70/2022/NQ-HDND stipulating a number of policies to support vocational training and job creation with preferential points such as: supporting 50-70% of tuition fees for high school graduates participating in vocational training programs at intermediate and college levels; supporting elementary vocational training and training under 3 months for subjects not eligible for State policies; supporting free consulting, job referrals and labor supply. Thereby, more than 15,000 workers, students and pupils have been introduced to jobs and signed contracts with businesses; nearly 5,000 junior high school graduates and vocational secondary school students enjoy a 100% tuition exemption policy; every year, hundreds of high school graduates register to participate in college and intermediate training majors and occupations that the province needs.
The province's support policies have facilitated vocational training institutions and workers to expand multi-disciplinary and multi-vocational training courses, helping workers in the area to be equipped with more knowledge and skills, thereby having stable jobs and generating income for their families. Ms. Le Thi Thanh Hue in Trai Ran village, Hoa Lac commune (Duc Tho) and 8 sisters in the Hue Manh Cooking Service Cooperative Group participated in a free food processing technique training class organized by the District Women's Union in coordination with the Duc Tho District Vocational Education - Continuing Education Center at the end of 2022.

The class has helped the members of the cooperative improve their skills and abilities, thereby operating more effectively. “Currently, with fairly regular orders, members of the cooperative have an average income of 4-5 million VND/person/month. In addition, the women also take better care of their family life and serve the village parties on holidays and Tet.”
Discussing the results achieved in recent years, Mr. Nguyen Tri Lac - Director of the Department of Labor, Invalids and Social Affairs said that thanks to creative approaches, from leadership, direction, administration, issuance of mechanisms and policies, to organization and implementation, poverty reduction work in Ha Tinh has achieved and exceeded the set goals and targets. By the end of 2022, the province's poverty rate decreased to 3.79% (the North Central region was 4.99%), the near-poor household rate decreased to 4.04% (the North Central region was 5.05%). In the coming time, in addition to promoting the achieved results, it is necessary to continue to prioritize resources, mobilize the entire political system, synchronously and drastically deploy sustainable poverty reduction solutions, ensure social security, and contribute significantly to the successful implementation of the pilot project to build a new rural province by 2025 as the target set out in the Resolution of the 19th Provincial Party Congress.
