On the afternoon of June 24, the National Assembly officially passed the Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City. With 481/487 delegates in favor, accounting for 97.37% of the total number of delegates, the resolution will take effect from August 1, 2023.

The workshop "Implementing the Resolution on piloting a number of specific mechanisms and policies for the development of Ho Chi Minh City" started at 8:00 a.m. on June 27.

Being granted special and outstanding mechanisms and policies is of great significance in helping Ho Chi Minh City to resolve institutional obstacles. In particular, mobilizing non-social resources for investment and development; creating conditions for Ho Chi Minh City to promote its role as an economic locomotive, leading the whole country as the goal set out in the resolutions of the Politburo and the National Assembly.

Immediately after the Resolution was passed, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai affirmed that the city will immediately start implementing the work early to achieve the highest efficiency with the spirit "The whole country has worked for Ho Chi Minh City, now is the time for Ho Chi Minh City to focus on implementing for the whole country".

Ready for the 1-8 moment

To prepare for the implementation of the new resolution, immediately after its approval, Ho Chi Minh City assigned each task to departments, branches, sectors, and localities with clear tasks to synchronously implement, ensure progress and requirements corresponding to the 7 fields.

The seven areas include: Investment management; finance, budget; urban and environmental resource management; priority industries to attract strategic investors; science and technology management, innovation; Ho Chi Minh City's organizational structure and Thu Duc City's organizational structure.

The Department of Justice is assigned to advise and submit to the Ho Chi Minh City People's Committee a draft decree providing specific guidance on the mechanisms and policies that the National Assembly's resolution assigns to the Government to prescribe.

The Department of Planning and Investment shall coordinate with ministries and branches to submit to the Government for early promulgation of this decree.

The Department of Home Affairs advises on mechanisms to enhance the attractiveness of policies to attract people into the apparatus.

The Department of Transport drafts a list of projects to be implemented under the build-operate-transfer (BOT) model to submit to the City People's Council for approval when there is a new resolution...
