Synchronously deploy professional measures
Recently, in the context of business production activities recovering and gradually growing but still facing many difficulties and challenges, based on the tax debt target assigned by the General Department of Taxation, the debt management department of Phu Yen Tax sector has developed a monthly debt collection plan, assessed each tax debt case, and fully applied debt collection measures.
Specifically, in 2024, the entire industry issued and sent complete and timely tax debt notices to taxpayers; at the same time, invited more than 1,800 taxpayers to work to urge debt collection. The tax authority also publicly disclosed cases of lingering and prolonged tax debts, proactively verified information, issued 550 decisions on tax debt enforcement, and 93 notices of temporary suspension of exit. In addition, the tax authority also strengthened coordination with the Department of Natural Resources and Environment and other departments and localities to improve the efficiency of tax debt collection, especially in the fields of land, resources and minerals.
Thanks to the drastic and synchronous implementation of the above debt collection solutions, by December 31, 2024, the total tax debt (excluding late payment fees) of the entire Phu Yen Tax sector was VND 222 billion, a decrease of VND 29 billion compared to 2023. The ratio of total tax debt to total budget revenue was 5.7%, meeting the target assigned by the General Department of Taxation (under 8%). The debt collection ratio was 4.7%, meeting the target assigned by the General Department of Taxation (under 5%).
Ms. Nguyen Thi Nhu Y, Head of the Department of Debt Management and Tax Debt Enforcement (Phu Yen Tax Department) said: Although the collection of tax and fee debts has achieved many results, overall meeting the targets on tax debt ratio assigned by the General Department of Taxation, there are still some cases of land rent debt and mineral exploitation rights debt, although enforcement measures have been applied, the tax debt has not been recovered.
In addition, there are some cases where households and individuals owe land use fees that are past the due date but due to financial difficulties, taxpayers are unable to pay. The collection of non-agricultural land use tax still faces some difficulties due to the relatively large number of taxpayers who are required to pay non-agricultural land use tax.
At the Tuy Hoa City Tax Department, although the debt collection target assigned by the Tax Department was met, some businesses and business households had not yet paid all their tax debts to the budget due to financial difficulties. As of December 31, 2024, the total tax debt in the management area was about 30.4 billion VND. According to the Song Hinh - Son Hoa Tax Department, last year, the reason was that taxpayers' production and business situation was difficult; taxpayers' business suffered losses and lost their ability to pay.
In addition, there are some cases of failure to comply with tax payment obligations, deliberate debt default, tax misappropriation, etc., so the ratio of total tax debt to total budget revenue is still high, accounting for about 7.6%.
Strive to fulfill debt collection targets well
Recently, the Tax Department of Song Hinh - Son Hoa area held a meeting to deploy the work of reviewing and handling non-state industrial and commercial tax debts and land revenues in Song Hinh district.
At this meeting, representatives of the People's Committees of communes, towns and related departments in Song Hinh district proposed to review and analyze the causes of debt of each subject, make a list of enterprises and individuals with tax debts by group and cause of debt, on that basis continue to apply debt collection measures suitable for each subject. At the same time, promote propaganda and mobilize taxpayers to voluntarily fulfill their tax obligations, publicize units that deliberately delay paying taxes on time to the state budget...
"This is an important task to ensure debt collection targets and complete the 2025 state budget revenue estimate assigned by the Tax sector," said Mr. Tran Ngoc Lung, Deputy Head of the Tax Department of Song Hinh - Son Hoa area.
According to the Tuy Hoa City Tax Department, since the beginning of 2025, the department has developed and assigned monthly and quarterly tax debt collection targets to each civil servant; at the same time, regularly inspect and monitor the implementation progress. The unit also continues to closely coordinate with local Party committees, authorities and related sectors such as the Police, Market Management, Finance - Planning, Natural Resources and Environment... in collecting tax arrears, especially handling and recovering arrears related to land and mineral exploitation rights fees.
Ms. Nguyen Thi Nhu Y said: Promoting the achieved results, in 2025, Phu Yen Tax Department will continue to evaluate and review each debt, resolutely urge tax debt collection, and minimize new tax debts.
