The Prime Minister requested to organize a special peak emulation period, "sprint" and "lightning speed", mobilizing all forces to participate so that the 500kV transmission line project, circuit 3, Quang Trach - Pho Noi, can be inaugurated in July.

The Government Office has issued Notice 288/TB-VPCP on the conclusion of Prime Minister Pham Minh Chinh at a meeting with a number of localities to promote the progress of implementing the 500kV line 3 projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).
Commendation for units that promptly resolve difficulties and problems
The announcement stated: The 500 kV line project, circuit 3 from Quang Trach to Pho Noi, is a national key project, large-scale with a length of about 519 km of double circuit passing through 9 provinces, of which 3 provinces Thanh Hoa, Nghe An, Ha Tinh have a total of 786/1,177 poles, accounting for nearly 70% of the construction volume.
According to the assessment, the project has a very large and massive construction volume, the construction time until completion must last from 3-4 years, similar to previously implemented projects.
However, with the direct and drastic direction of the Prime Minister, Deputy Prime Ministers, the Ministry of Industry and Trade, the State Capital Management Committee at Enterprises, the effective participation of the entire political system and local authorities at all levels, from the Provincial Party Secretary, the Provincial People's Committee Chairman and local authorities to socio-political organizations; the consensus and unanimity of the people where the project passes through; at the same time, the high determination, great efforts, drastic actions, with key focus, closely following the construction site of the Vietnam Electricity Group and the National Power Transmission Corporation, the construction time of the projects has been shortened.

After nearly 6 months of construction (with actual construction starting from January 25, 2024), 1,020/1,177 steel columns have been handed over, reaching 86.7%; 1,177 foundation positions have been completed, reaching 100%; 1,097/1,177 steel columns have been installed, reaching 93.2%; 132/513 anchorage spans have been pulled, reaching 25.7%, ensuring technical and quality requirements.
This is a very commendable and proud result, and at the same time, this is also a lesson in leadership, direction, management, and implementation organization to apply to other large projects of localities and the country, in which implementation must be carried out in the spirit of high determination, great effort, drastic action, clear people, clear work, clear responsibility, clear time, clear products, results must be weighed and measured to make it easy to check, monitor, and evaluate; the work of arranging and concentrating resources; the participation of the entire local political system in the spirit of consensus, determination, all people, comprehensiveness, and overallness to promote combined strength.
The Prime Minister highly appreciated the initiative and support of the Provincial Party Secretary and Chairman of the Provincial People's Committee, the active participation of the entire local political system; and commended relevant ministries and branches, including the Ministry of Industry and Trade, for promptly resolving difficulties and problems during the project implementation process.
The Prime Minister also commended the Vietnam Electricity Group, the National Power Transmission Corporation, contractors, construction units and directly the engineers and workers at the construction site for working with a high sense of responsibility, "overcoming the sun, overcoming the rain," "eating and sleeping quickly," working continuously 24/7, "3 shifts, 4 shifts," "not enough work during the day, working at night," "working through Tet, through holidays, through holidays," "only discussing work, not discussing back," ensuring the technical requirements and quality of the project; commended the team of cadres, engineers and workers from units of the electricity sector across the country (such as Can Tho, Long An, Tien Giang, Ben Tre, Cao Bang, Bac Kan...) who came to support the project implementation.

In the above announcement, the Prime Minister commended the youth union members for promoting their youthfulness, enthusiasm, volunteerism, responsibility, creativity, and participation in building and developing the country in accordance with the spirit of "wherever needed, there are youth, wherever difficult, there are youth."
The Prime Minister commended and thanked local people for supporting the project, giving up their housing, farming land, and production sites for the project, and actively participating in supporting logistics and transporting materials for the project's construction...
Racing to "sprint" to inaugurate in July
The project is entering the final stage and needs to urgently complete the remaining work; until completion and energization, there is still much work to be done, requiring high determination, greater efforts, and more drastic actions. The Prime Minister requested the Vietnam Electricity Group and the National Power Transmission Corporation to organize a special peak competition, "final", "lightning speed", mobilizing all forces to participate so that in July 2024, the procedures for technical inspection and acceptance and the inauguration of the project, including doing a good job of environmental restoration and sanitation; quickly stabilizing the livelihoods of families where the project passes through so as not to affect production, business and the lives of local people.

The Ministry of Industry and Trade and relevant ministries and agencies closely coordinate with Vietnam Electricity Group and the National Power Transmission Corporation to review and focus on implementing the next tasks according to their functions, tasks and powers, promptly handling any difficulties and problems that arise and affect the project's progress.
In particular, the Government Office coordinated with the Ministry of Agriculture and Rural Development to immediately report to Deputy Prime Minister Tran Hong Ha to thoroughly handle the problem of forest use area for the implementation of the 500kV Quang Trach-Quynh Luu transmission line project, not to let it drag on.
Localities urgently complete the entire handover of the route corridor; mobilize local youth, women, and veterans to support construction units at the construction site in transporting materials and equipment, ensuring logistics, environmental sanitation, and traffic diversion, etc.
Resolutely resolve compensation and resettlement for people; strengthen inspection and supervision to ensure that people moving to new places must have a stable life with the principle that it must be better than or equal to the old place.
Media and press agencies continue to focus on reporting news, articles, photos, and reports on good experiences and valuable lessons learned during the project implementation process, from the leadership, direction, and coordination of ministries and agencies; the mobilization of resources and the strength of the entire political system to implement the project, not only in site clearance but also in the sacrifices and giving up of housing, farming land, production and business places, and livelihoods of people for the project, which has created the "lightning speed" of the project to promptly encourage, inspire, and create motivation and enthusiasm in labor not only in the electricity industry but also in other fields nationwide./.
