Because forecasts of the world, regional and provincial situations show that many difficulties and challenges have been and are barriers to the development process.

Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son said that in the coming time, the world economy is forecast to continue to face great challenges, due to the prolonged impact of the conflict between Russia and Ukraine, the cost of living crisis due to prolonged and widespread inflationary pressure, slow economic growth, global minimum tax, carbon tax, etc.; complicated developments in disputes over sovereignty of seas and islands; the strong development of the fourth industrial revolution; climate change, natural disasters, epidemics and traditional and non-traditional security issues are increasingly having strong and multi-faceted impacts, which can seriously threaten the stability and sustainability of the world, the region and our country.

In personnel work, the province continues to review and supplement the annual planning of leaders and managers at all levels, with priority given to adding young and promising female cadres. Select cadres with sufficient capacity and qualifications to be appointed to positions; improve the quality of training and fostering of cadres and party members; train and supplement cadres with in-depth expertise in a number of fields such as economic management, finance, land and urban planning, etc. In addition, clearly assign tasks and evaluate the quality of cadres through specific products in the process of performing assigned tasks; build a cadre team at all levels, especially at the strategic level, with sufficient qualities, capacity, prestige, and equal to the task.

For the province, focusing on implementing important national projects such as: Long Thanh International Airport; Dau Giay - Phan Thiet Expressway; Bien Hoa - Vung Tau Expressway and regional transport projects in the province will bring many opportunities to promote development and transform the socio-economic structure of the province. However, like many localities in the country, Dong Nai is facing many difficulties such as: human resources have not met the demand; the remaining industrial land fund available for investors to lease in industrial parks is not much; infrastructure is still limited; urban management still has many shortcomings...

“The above difficulties and challenges require the Party Committee, government and people in the province to be proactive, creative, highly determined, make great efforts, and take drastic actions; make the most of opportunities and favorable conditions; and effectively overcome limitations and shortcomings,” emphasized comrade Ho Thanh Son.

Effectively implement 8 tasks and solutions

Based on the results achieved in the past half term, based on practical development requirements, and on the basis of forecasts, the Provincial Party Executive Committee agreed to maintain the goals and targets set out in the Resolution of the 11th Provincial Party Congress (term 2020-2025) to continue implementing them throughout the Party with the highest political determination.

Accordingly, the Provincial Party Committee has set out 8 tasks and solutions on economic development; culture - society, health, education; science - technology and innovation, digital transformation; management, use of resources, environmental protection, climate change response, prevention, control and mitigation of natural disasters; national defense and security; internal affairs, judicial reform, anti-corruption and anti-negativity; Party building, mass mobilization, government building, foreign affairs; enhancing the quality of activities of the People's Council, the effectiveness of management and operation of the People's Committees at all levels.

Emphasizing the tasks and solutions for economic development, Standing Deputy Secretary of the Provincial Party Committee Ho Thanh Son said that Dong Nai continues to innovate the growth model associated with improving competitiveness in economic development; focusing on removing bottlenecks that hinder the province's socio-economic development such as: traffic infrastructure, high-quality human resources, administrative procedure reform, improving the investment environment; developing key economic sectors with high added value, increasing the use of renewable energy instead of traditional energy.

“Another bottleneck that I think is hindering development and needs to be resolved immediately is the spirit and responsibility of cadres and party members towards their assigned duties and tasks. There is also the situation of being hesitant, afraid of making mistakes, afraid of responsibility, not doing things that are against regulations, but also not doing things that are in accordance with regulations” - comrade Ho Thanh Son shared.

In addition, the province will mobilize and effectively use resources and investment capital for social development. Especially prioritize capital allocation for connecting traffic works and projects with high spillover effects. Focus on implementing solutions to promote and effectively exploit approved industrial land targets; review locations that are not feasible in terms of compensation and site clearance and remove them from the planning; increase readiness in attracting domestic and foreign investors. Attract foreign investment selectively, with focus and key points, prioritizing projects with advanced technology, environmentally friendly, and using highly skilled labor.

Complete on schedule and ensure the quality of the Dong Nai Province Planning Project for the period 2021-2030, with a vision to 2050. Urgently implement the construction of the Project to Adjust the General Planning Task of Bien Hoa City and districts as a basis for approving other related plans. Determine that the planning must be one step ahead and ensure quality, orientation, create development space, and lead the economy. Specifically calculate the roadmap for relocation and construction of the new Dong Nai Provincial Administrative - Political Center.

In the remaining half of the term, one of the key tasks of the province is to accelerate the implementation of the Project on Conversion of the Function of Bien Hoa 1 Industrial Park. Effectively exploit the approved land quota for industrial parks and review, supplement and adjust the planning of industrial parks in the province to deploy infrastructure investment, creating favorable conditions to attract domestic and foreign investors and enterprises. This is a condition to welcome new investment flows and the shift of foreign direct investment capital flows.
