The 11th Conference of the 13th Party Central Committee concluded on April 12, 2025 after three days of intensive work with absolute consensus. This can be considered a historic conference discussing very important decisions in the new revolutionary stage of Vietnam.

The great success of the conference, especially the group of issues on continuing to reorganize the apparatus of the political system, reorganize administrative units and organize two-level local governments, received high attention and consensus from cadres, party members and people on the correct, accurate and popular decisions.

The two important groups of contents of the conference are closely related to each other. If the organization of the political system, the arrangement of administrative units and the organization of two-level local governments lay the foundation for realizing the revolution of organization and streamlining, the contents of continuing to prepare for the 14th National Party Congress and the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term will serve to shape the guidelines and perfect the political system to build and develop the country in the new era of development.

I am very happy and proud to live, work and participate in these historically significant tasks of the Party and State. The 15th National Assembly will soon hold its ninth session to discuss and decide on important issues to institutionalize the conference results.

In particular, the policy of continuing to reorganize the apparatus of the political system, reorganize administrative units and organize local governments at two levels is completely correct, demonstrating a strategic vision for hundreds of years to come, not temporary or immediate. A cumbersome apparatus that must use more than 70% of the budget for regular expenditures will have very few resources for investment and development, making it very difficult for the country to develop. Therefore, the policy of reorganizing and streamlining the apparatus of the political system and reorganizing it to 34 provinces and cities; eliminating the district level and reducing 60-70% of the number of communes and wards, in my opinion, is very popular. A policy that is both correct, accurate and popular will certainly be successful.

Now that we have such a correct general policy, I think that the organization and implementation is also very important, in which the cadre work is the most important, deciding all victories. We must do it scientifically and effectively, choosing good cadres, with heart, talent, wholeheartedly serving the country and the people, then the country can rise strongly.

In addition to the opportunity to promote digital transformation, improve the efficiency, effectiveness and efficiency of the apparatus, the staff at all levels, especially at the strategic level, has become more mature, with sufficient qualities, capacity and qualifications to meet the requirements of leadership and management when merging some provincial-level units, not organizing at the district level, merging commune-level units; implementing the 2-level locality model. When not organizing at the district level, the commune level is the grassroots level closest to the people, directly leading and directing, the motto "people know, people discuss, people do, people inspect, people supervise, people benefit" will be implemented more effectively in practice.

In the coming time, during the implementation process, I think it is necessary to focus on promoting the application of digital transformation, paying attention to mechanisms and policies to "retain" talented people, and at the same time focusing on building training and development programs for cadres, civil servants and public employees to improve their professional capacity and adapt to the new working model.
