Right from the first days of the new year of At Ty, relevant departments, branches and People's Committees of localities in the province have implemented many solutions to boost state budget revenue in order to collect enough and collect on time, striving to increase revenue right from the first weeks and months of the new year.
Resolution No. 31-NQ/TU dated December 2, 2024 of the Provincial Party Committee and Resolution No. 237/NQ-HDND dated December 6, 2024 of the Provincial People's Council determined that the province's state budget revenue in 2025 will not be lower than VND 57,330 billion. In line with this target, the Department of Finance has coordinated with relevant departments, branches and sectors to advise the Provincial People's Committee to issue many documents directing and urging agencies and units to promote solutions to increase tax collection from the beginning of the year, especially land use fees.
Mr. Vu Dinh Xung, Acting Director of the Department of Finance, said: Right from the beginning of the year, the unit has coordinated with the tax sector to review all revenue sources, grasp the budget payers in the area and sector to have appropriate and effective revenue management solutions, exploit potential and remaining revenue sources. Check and control tax declarations and tax settlements of enterprises, organizations and individuals to ensure correct, full and timely collection of taxes, fees, charges and other revenues to the State budget. Urge collection of extended tax amounts due for payment, tax arrears, and take measures to handle enterprises with tax debts and financial obligations to the State budget.
Before, during and after Tet, the provincial Customs sector has implemented solutions to attract businesses to carry out import and export procedures at border gates, especially the border gate pair in Mong Cai city. Particularly in the days after Tet, at Bac Luan II Bridge Border Gate, the Customs sector coordinated with Mong Cai city and functional forces to organize customs clearance of thousands of tons of goods of all kinds, with import and export turnover up to billions of USD. On the third day of the Lunar New Year, Bac Luan II Bridge Border Gate received 22 businesses to carry goods, with 113 customs declarations, 112 trucks exporting fresh seafood and agricultural products to China. The total volume of exported goods on the third day of Tet reached 752 tons (368 tons of seafood; 384 tons of agricultural products), with a total export value of over 9.3 million USD, an increase of about 5 times compared to 2024.
Localities in the province have also actively supported businesses and people to rebuild production and business activities, contributing to boosting the production of goods to serve consumption needs during Tet; reviewing remaining revenue sources, especially land funds to conduct bidding, increasing land use tax revenue, serving investment and development.
From the specific solutions implemented, the province's total state budget revenue in January 2025 reached VND 5,242 billion, equal to 9% of the central government's estimate, 9% of the provincial budget, and 99% compared to the same period in 2024. It is expected that by the end of February 2025, the total state budget revenue in the province will reach nearly VND 9,000 billion, equal to 16% of the central government's estimate, 16% of the provincial budget, and 100% compared to the same period in 2024.
It is expected that import-export revenue by the end of February 2025 will reach VND 2,800 billion, equal to 16% of the central budget estimate, 16% of the provincial budget estimate, and 90% over the same period; domestic revenue is expected by the end of February 2025 to reach VND 6,168 billion, equal to 16% of the central budget estimate, 16% of the provincial budget estimate, and 98% over the same period in 2024.
It is expected that by the end of February 2025, 9/16 revenue items will reach an average collection rate of 2 months, including: Revenue from the enterprise sector managed by the Central Government (19%); revenue from locally managed state-owned enterprises (26%); revenue from foreign-invested enterprises (24%); revenue from the non-state sector (19%); registration fees (16%); personal income tax (19%); revenue from granting mineral exploitation rights, airspace, and sea areas (28%); various fees and charges (16%); revenue from lottery activities (18%).
According to the tax collection agency, it is expected that 9/13 localities of the province will achieve the average collection rate of 2 months, namely: Tien Yen (39%), Ba Che (38%), Van Don (26%), Binh Lieu (23%), Hai Ha (20%), Co To (21%), Dong Trieu (19%), Quang Yen (19%), Dam Ha (19%).
In line with the province's revenue target, in the coming time, the Provincial Tax Department will preside over and implement 7 plans of the Provincial People's Committee on tax management in the province in 2025; departments and branches will focus on urging the work of developing, appraising and approving land price plans for projects that have been allocated land and leased land; projects must review land price plans according to the conclusions and recommendations of inspection, examination and auditing agencies. The Provincial People's Committee will direct units and localities to reorganize the operation of the Steering Committee for revenue and expenditure management at the provincial and district levels after implementing the organization and apparatus arrangement in the spirit of Resolution No. 18-NQ/TW dated October 25, 2017 of the Central Government to ensure leadership, direction and operation in revenue and expenditure of the State budget, determined to collect enough State budget revenue in 2025 as set out.
