Clean land planning for high-tech agricultural development

The Resolution of the 6th Party Congress, term 2020-2025 of Tan Hung district (Long An province) identified agricultural development as the locality's strength, especially the development of high-tech agriculture (CNC) associated with restructuring the agricultural sector.

Tan Hung district strives to achieve 15,550 hectares of rice production using the CNC application model by 2025. To implement this plan, the district will initially use more than 850 hectares of public land in Hung Dien commune (currently contracted and leased to people for agricultural production) to call for and link investment in CNC rice production.

Strive to successfully implement the resolution's goals

In recent times, the implementation of the CNC agricultural development program associated with restructuring the agricultural sector in Tan Hung district has gradually affirmed its direction in line with the development trend of the agricultural sector, especially in the field of rice production. Because after a period of implementing this model, Tan Hung district has formed concentrated, high-quality rice production areas, linking production with the market. This model also reduces the amount of seeds, fertilizers, pesticides; the profit is 4-5 million VND/ha higher than traditional production.

Mr. Nguyen Van Tai, a farmer in Hung Dien B commune, shared: "Before, when the locality implemented a pilot rice production model using CNC, people were happy but worried, not knowing if it could be done and whether it would be effective or not, but now people trust it, the results are obvious."

Mr. Nguyen Thanh Tiep, Secretary of Tan Hung District Party Committee, said that reality has proven that the agricultural production model applying CNC is more effective than the traditional production model. This is considered a practical basis for the district to be determined to successfully implement the Resolution of the 6th Party Congress, term 2020-2025. In the coming time, Tan Hung district will focus on promoting propaganda and raising general awareness among farmers. The purpose is to let people see the effectiveness of this model, thereby changing old production habits, gradually getting used to new production methods, creating high-value agricultural products, contributing to improving the lives and incomes of the people.

For this program to develop well, in addition to mobilizing people to participate in cooperatives, reorganizing production appropriately, promoting the application of science and technology in production towards improving quality, economic efficiency and environmental friendliness, the locality has also planned to create a large source of clean land to call for and link with businesses to invest in CNC rice production.

Planning more than 850 hectares of clean land

Mr. Le Thanh Yen, Vice Chairman of Tan Hung District People's Committee, said that the land area of ​​more than 850 hectares that the district planned to use for linking rice production using CNC in Lang Bien Hamlet, Hung Dien Commune. This land area is public land, managed by the province. In 1989, Long An Provincial People's Committee had a policy to assign the land to Economic Construction Group I (later changed to Dong Thap I Company Limited) for lease. In 1991, the company implemented land allocation to households for rice production. In 1995, the company continued to grant households contracts for a term of 20 years (1995-2015). However, in 2005, the company and households had to adjust and sign a new contract (from 2007-2013) according to the provisions of Decree 135/2005/ND-CP of the Government.

After that, the company and the households continued to sign contracts to receive land for rice production, but only 512/540 households renewed the contract, the remaining 28 households refused to sign new land contracts, but continued to cultivate the land and still owed land rent from 2007 to the present. According to the request of these households, they wanted to be granted land use right certificates on the land they received to have land for stable production. However, the request of the people was rejected because it was not in accordance with the provisions of the law in Article 19, Decree 43/2014/ND-CP of the Government on cases where land use right certificates are not granted.

In September 2019, the People's Committee of Long An province decided to reclaim the land of Dong Thap I Company Limited and hand it over to the People's Committee of Tan Hung district for management and use. When receiving the management and use of this land, the People's Committee of Tan Hung district continued to sign contracts to allocate land to households for rice production. However, before signing contracts to lease land to households, the People's Committee of Tan Hung district established a team to inspect and make statistics on the current land use status of each contracted household.

Then, the organization measured and adjusted the cadastral map, determined the specific area of ​​each household, as a basis for people to rent land and call for investment. According to statistics, there are currently 416 households receiving land for rice production, of which a few are local households, the rest are people from Dong Thap and An Giang provinces. However, many households use land for rice production but refuse to sign land contracts, and have not even paid annual land rent since 2007.

Currently, Tan Hung District People's Committee has requested the province's approval to use more than 850 hectares of public land to call for and cooperate with businesses to invest in CNC rice production, in order to improve land use efficiency and avoid wasting public land. According to Mr. Le Thanh Yen, currently, many businesses have registered and requested to cooperate to produce CNC rice on this land area. Currently, the District People's Committee has prepared 2 land recovery plans to submit to the Provincial People's Committee for approval.
