New regulations on railway maintenance service prices

The Ministry of Transport has just issued a document consolidating the Circular guiding the method of pricing and price management of public services in the field of management and maintenance of national railway infrastructure implemented by the ordering method using the State budget from regular expenditure sources (Circular).

The Circular clearly states: The price of public career services must ensure reasonable actual costs to complete a unit of public career service volume prescribed in the management and maintenance of national railway infrastructure; In accordance with standards, technical regulations, and norms issued by competent state agencies and the technical status of each project or each specific work item.

At the same time, it must be suitable to the market situation at the construction site and the volume and quality of public services. The public service price does not include expenses guaranteed by the State budget.

The structure of public service prices for railway maintenance work includes: Direct costs (raw material, energy costs; labor costs; construction machinery and equipment costs), general costs, pre-calculated taxable income, and value added tax.

At the same time, detailed instructions on the method of determining the price of public services for railway maintenance work; the method of determining the price of public services for the management and supervision of railway maintenance work.

For public career services of overcoming consequences of railway incidents and natural disasters, step 1, in case of implementation by ordering method, the price structure includes: Direct costs (costs of raw materials, energy; labor costs; costs of construction machinery and equipment), indirect costs (general costs, temporary housing costs and construction management), costs of organizing traffic safety assurance for construction (if any), value added tax.

According to the Circular, the decision on public service prices in the field of management and maintenance of national railway infrastructure is made after the State budget expenditure estimate is assigned by the competent authority to the Ministry of Transport.

The public service provider is responsible for organizing the development of the public service price plan for the Vietnam Railway Authority before January 31 of the planning year for the Authority to appraise and approve.
