New regulations on extra teaching and learning: Ensuring fairness among teachers

(Dan Tri) - Schools in Gia Lai province have thoroughly implemented the new regulations on extra teaching and learning. Teachers have also stopped teaching extra classes before Tet and deployed registration documents to teach according to the new regulations.


Circular No. 29/2024 of the Ministry of Education and Training regulating extra teaching and learning took effect from February 14. Educational institutions and schools in Gia Lai province have thoroughly informed teachers to strictly implement the regulations before the Lunar New Year of At Ty 2025.

Mr. Bui Quang Vinh, Principal of Tran Cao Van High School, Ia Hlop Commune, Chu Se District, Gia Lai Province, said that in previous years, the school's students often had to travel dozens of kilometers to Chu Se town to find extra classes.

In the school, teachers often organize extra classes for weak and average students to help them consolidate their knowledge. Thanks to that, the school's high school exam passing rate has always been 100% for many consecutive years. Some students have even passed prestigious universities.

According to Mr. Vinh, when the new regulations were issued, the school asked teachers and students to stop teaching and learning outside of school, and anyone who violated the regulations would be severely punished. Up to now, the school has only allowed teachers to teach math and literature to 12th graders to help them consolidate their knowledge before the upcoming high school exam.

Mr. Nguyen Van Tau, Principal of Hoang Hoa Tham High School, Pleiku City, Gia Lai Province, said that the new regulation has a great social impact on many teachers in the school. The school also thoroughly informed all teachers and signed a commitment to comply with the regulations.

"Many teachers in the school have applied to join extra-curricular teaching facilities. However, the school is waiting for instructions from the province and industry before reviewing the teachers' applications according to regulations," said Mr. Tau.

Most public school teachers agree and strictly implement the new regulations on extra teaching and learning.

Teachers believe that the new regulation will avoid "forcing students" to go to school, creating more fairness in teaching and learning, especially in urban areas.

Mr. NVT, a math teacher in Chu Se district, said that class time is often not enough for students to grasp knowledge and do practical exercises. Therefore, students often seek out teachers to register for extra classes after school hours. Based on the needs of students and parents, some teachers have organized extra classes with the hope of helping students study well and teachers have extra income.

"However, after the school informed them, the teachers stopped teaching extra classes to wait for instructions on registering to open classes. Because the school is located in a difficult area and there are no extra teaching facilities that meet the requirements, the students only study the main courses and study at home," said Mr. T.

Speaking to Dan Tri reporter, Mr. Nguyen Dinh Thuc, Head of the Department of Education and Training of Pleiku city, said that the department has thoroughly informed schools to properly implement the new regulations on organizing extra teaching and learning. The department also directed schools to make a list of teachers' and students' needs for extra teaching and learning to implement according to regulations.

According to Mr. Thuc, it is completely appropriate for teachers to not teach extra lessons to their current students. The new regulation will avoid the situation where teachers are not focused on teaching the main subject, the leaking of exam questions, or students competing to choose the teacher who is currently teaching in class.

"Teachers in public schools already receive salaries and benefits. Therefore, tightening management of extra teaching and learning will create fairness and transparency among teachers and students in the school. The quality of classrooms and the price of extra teaching will also be more strictly managed by authorities," said Mr. Thuc.
