On the morning of November 12, continuing the 8th Session, the National Assembly conducted questions and answers on the second group of issues in the health sector and the third group of issues in the information and communication sector.
Responding to the question of delegate Luu Van Duc - Standing member of the National Assembly's Ethnic Council, the National Assembly Delegation of Dak Lak province, on the afternoon of November 11 about the responsibility for managing cosmetics, functional foods and solutions in the coming time, Minister of Health Dao Hong Lan said that according to the provisions of current law on functional foods as well as cosmetics, they are managed according to the post-inspection mechanism.

According to this mechanism, organizations and individuals must be responsible for bringing products to the market, registering their business, and the unit with the function of trading cosmetics must declare the product to the competent state agency, the Ministry of Health or the Department of Health. Depending on each type of product, the management agency will conduct post-inspection and handle and punish organizations and individuals who violate the law on trade and consumer protection. The Ministry of Industry and Trade also submitted to the Government for promulgation regulations on administrative sanctions for violations in commercial activities, production and trading of counterfeit and prohibited goods. In particular, there are regulations to protect consumer rights; there are definitions related to smuggled goods.

Regarding products sold on websites or e-commerce sites, organizing seminars to deceive consumers, especially the elderly, the Minister affirmed that this content requires continuing to improve the legal system on the management of functional foods and cosmetics in the direction of more strictly regulating business conditions, as well as increasing penalties for violations; promoting the activities of Steering Committee 389, forces such as customs, border guards, market management and related organizations to strengthen coordination in inspection and prevention of illegal circulation of goods on the market; promoting the role of the Fatherland Front, the Association for Protection of Consumer Rights, especially at the local government level to detect violations and handle them according to regulations...

Questioning Minister of Information and Communications Nguyen Manh Hung on the field of information and communications, delegate Nguyen Thi Thu Nguyet - Secretary of Buon Ho Town Party Committee, National Assembly Delegation of Dak Lak Province raised the issue: According to the 2024 survey, the index of telecommunications and internet infrastructure has grown quite strongly in the past 2 years. This shows that people and businesses in our country are benefiting more from digital services and applications. However, people's access to mobile broadband is currently not much, there is a clear difference between regions, in which ethnic minority and mountainous areas are even more difficult. The delegate asked the Minister to let them know what policies the Ministry will have in the coming time to support people, narrowing the gap in mobile broadband access between regions and areas in the country.

Responding to the question of delegate Nguyen Thi Thu Nguyet on the issue of internet coverage, Minister of Information and Communications Nguyen Manh Hung said that there is still a "gap" between urban areas and rural areas, remote areas, poor and near-poor households on this issue. According to the Minister, for poor and near-poor households, and areas with special difficulties, we have implemented coverage and have resources to invest in coverage in areas with low signal coverage. Regarding the open mechanism, this year, the Ministry will advise the Government to issue a Decree to provide specific instructions. Regarding mobile phones, the Ministry is developing a program, mobilizing from the Public Telecommunications Fund, the budget from the "Wave and Computer" program for children to have enough mobile phones (estimated at about 1-1.2 million; each phone costs about 2-2.5 million VND) to support and give to people in order to "cover" all poor and near-poor households with smartphones.
Within the framework of the question-and-answer session on the field of information and communication, delegates also raised many questions related to issues such as: solutions to improve the quality of press activities in the current period of social media explosion, especially the role of revolutionary press in promoting socio-economic development; management of advertising activities in the press and on the network environment; investment, development and improvement of the quality of telecommunications infrastructure, especially in remote areas, ethnic minority areas, etc.
