Nam Dan district submits plan to resolve the issue of more than 450 teachers and staff being charged back insurance money

As previously reported by Nghe An Newspaper, according to a review by the Social Insurance, in Nam Dan district, 452 teachers and school staff were charged billions of dong in arrears due to not having paid enough social insurance for many years.

Why were more than 300 teachers in Nam Dan asked to collect nearly 4.6 billion VND in insurance money?

The reason for this is that more than 20 years ago, due to a shortage of teachers, the Nam Dan People's Committee had to recruit teachers and school staff on contract to meet teaching needs. These teachers recruited by the district were signed contracts with fixed salaries.

In 2006, these teachers and employees were reclassified according to Official Dispatch No. 3434/UBND-VX dated June 26, 2006 of the Provincial People's Committee and Inter-sectoral Instruction No. 884/HDLN dated June 29, 2007, but have not yet paid the difference (Social Insurance, Health Insurance, Unemployment Insurance) when reclassified.

Through reviewing the social insurance payment situation in the area in 2024, Nam Dan District Social Insurance discovered that 315 teachers and employees (of which 4 individuals did not generate any money) at schools in the district had their salary levels re-ranked but had not yet paid the difference. The amount of the difference as of November 2024 was nearly 4.6 billion VND.

Continuing the review, at the end of March 2025, the District Social Insurance discovered that 141 more teachers and employees working at educational institutions in the area had not paid enough insurance for many years, bringing the total number of teachers and school employees who owe insurance to 452 people.

Reporting to the provincial working delegation on the afternoon of April 1, Chairman of Nam Dan District People's Committee Nguyen Hong Son said that as soon as the newspaper reported, the Standing Committee of the District Party Committee directed the review and reported to the Standing Committee of the District Party Committee for comments to report to the Provincial People's Committee; proposed the province to allocate the budget to pay the difference to the Social Insurance unit and proposed that the Social Insurance not collect interest due to late payment.

"If we collect interest, we need to determine the personal responsibility involved. However, these people are also retired, so they will face many difficulties," said the Chairman of Nam Dan District People's Committee at a working session with the provincial delegation.

Speaking at the meeting, Mr. Bui Dinh Long - Vice Chairman of the Provincial People's Committee requested Nam Dan district to review each debt in detail and send a document to the Provincial People's Committee to propose a solution as soon as possible.

Comrade Bui Dinh Long emphasized that a solution must be proposed soon, and the matter must not be allowed to drag on.

At the same time, the Vice Chairman of the Provincial People's Committee also proposed that the Culture - Social Committee of the Provincial People's Council include this content in the monitoring and supervision program of the Provincial People's Council, and coordinate with districts, departments and branches to completely resolve the above-mentioned problems.
