Quang Tri clarifies investment proposal for 8km section on National Highway 15D

The People's Committee of Quang Tri province said it has just sent a document to the Ministry of Finance reporting on the contents related to the investment in the construction of National Highway 15D from National Highway 1A to Cam Lo - La Son Expressway, Quang Tri province.

According to the People's Committee of Quang Tri province, the impact of the investment plan for the National Highway 15D section from National Highway 1 to Cam Lo - La Son Expressway (about 8 km long) in the form of public investment on the feasibility and efficiency of the overall investment project to build a new National Highway 15D section from National Highway 1 to Ho Chi Minh Road, West branch (42 km) under the PPP method, then investing in this project will reduce investment costs, ensure the feasibility of the financial plan, shorten the time for toll collection and capital recovery, and increase the efficiency of the overall investment project to build a new National Highway 15D section from National Highway 1 to Ho Chi Minh Road, West branch (42 km) under the PPP method.

This is in the context of the difficult budget conditions of Quang Tri province, which has not been able to balance the allocation of state budget capital to participate in the investment project to build a new National Highway 15D section from National Highway 1 to the West branch of Ho Chi Minh Road (42 km) under the PPP method.

Intersection of National Highway 15D with Cam Lo – La Son Expressway.

According to the People's Committee of Quang Tri province, previously, the People's Committee of Quang Tri province approved the investor to prepare a Pre-Feasibility Study Report for the Investment Project to build National Highway 5D from National Highway 1 to Ho Chi Minh Road, West Branch, with a length of 42 km (including the section from National Highway 1 to Cam Lo - La Son Expressway, 8 km long and the section from Cam Lo - La Son Expressway to Ho Chi Minh Road, West Branch, 34 km long) under the PPP method.

Due to the characteristics of the surveyed route having many hills and mountains, passing through special-use forests, the People's Committee of Quang Tri province directed the investor to study two design options.

Option 1 has a design of 2 tunnels, 2 lanes, land clearance for 2 lanes with a total investment of 7,165 billion VND, occupying an area of special-use forest and protective forest of 44.6 hectares.

Option 2 has 2 tunnel sections, 2 lanes, site clearance for 4 lanes, total investment of 7,482 billion VND, area occupied by special-use forest and protective forest of 12.05 ha. Both options, if designed, will have a section from National Highway 1 to Cam Lo - La Son Expressway, 8km long, with a 55m roadbed and a total investment of about 630 billion VND.

However, due to the large total investment, the long toll collection recovery period (about 29 years), and the difficulty in attracting capital from other investors, the investor did not choose but proposed the option of not building a tunnel, with a scale of 2 lanes, clearing the land for 4 lanes, with a total investment of 4,020 billion VND. However, this option occupies a very large area of protective forest and special-use forest (about 139 hectares), so the authority to approve the investment policy is the National Assembly.

Regarding the current status of National Highway 15D section from National Highway 1 to Cam Lo - La Son Expressway, according to the People's Committee of Quang Tri province, this is currently a section within the overall road route connecting My Thuy Seaport to La Lay international border gate, Quang Tri province, which has been identified in the National Road Network Planning for the period 2021-2030, with a vision to 2050 approved by the Prime Minister and the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050.

Of which, the 13.8 km long section from My Thuy beach to National Highway 1 has been invested in construction with the scale of a level III plain road and has not been upgraded to a national highway.

The section from National Highway 1 to Cam Lo - La Son Expressway is 8 km long, planned with a cross-section width of 55 m. Currently, National Highway 15D this section has not been invested in construction (there is no existing road).

The section from Cam Lo – La Son expressway to Ho Chi Minh road, West branch, is 34 km long, planned as a grade III mountainous road, with a 9 m wide roadbed and 8 m wide road surface. The current status of the section has not been invested in construction.

The section going through the middle of Ho Chi Minh road, the West branch, is 24 km long, with the current scale of a grade IV mountainous road, 2 lanes with a 7.5 m wide roadbed and 5.5 m wide road surface.

The final section from the Ho Chi Minh Highway West branch to La Lay international border gate is 2.2 km long, and has been upgraded by the Ministry of Transport to National Highway 15D. The current status of the route is a level IV and level VI mountainous road, with asphalt concrete surface.

According to the People's Committee of Quang Tri province, currently on the 98 km long Cam Lo - La Son expressway, the 37 km long section passing through Quang Tri province has a designed interchange connecting National Highway 15D with the National Highway but has not been invested in construction.

Therefore, the investment in the construction of the National Highway 15D section connecting from the National Highway to the Cam Lo - La Son Expressway is extremely important, serving the rescue work, ensuring traffic order and safety, controlling security and order in the area when diverting and clearing traffic in emergency situations on the Cam Lo - La Son Expressway and National Highway 1 when an incident occurs; contributing to the completion of the road traffic infrastructure network, conveniently connecting national vertical routes such as National Highway 1, Cam Lo - La Son Expressway, maximizing the efficiency of investment capital; connecting the Southeast Quang Tri Economic Zone and My Thuy seaport, increasing the attractiveness in attracting investors to build and develop key projects of Quang Tri province.

Based on the above report contents, the People's Committee of Quang Tri province requests the Ministry of Finance to pay attention, agree and coordinate with the Ministry of Planning and Investment and the Ministry of Transport to propose to the Prime Minister to support investment in National Highway 15D from National Highway 1 to Cam Lo - La Son Expressway from the central budget in the period of 2021-2025; or add investment in the connecting route from Cam Lo - La Son Expressway to National Highway 1 (National Highway 15D) to the Investment Project to build and expand the North - South Expressway in the East, Cam Lo - La Son section currently being implemented.

In mid-June 2024, the People's Committee of Quang Tri province submitted a report on investing in National Highway 15D, from National Highway 1 to Cam Lo - La Son Expressway, from the central budget reserve fund of the medium-term public investment plan for the period 2021 - 2025.

According to the report of the People's Committee of Quang Tri province, up to now, the investor has researched and completed the project proposal of National Highway 15D, section from National Highway 1 to Cam Lo - La Son Expressway, 8 km long under the PPP method, investment scale of 2 lanes, total investment of 630 billion VND and proposed the Prime Minister to support 630 billion VND from the central budget reserve fund of the medium-term public investment plan for the period 2021 - 2025 for investment.
