Quang Tri proposes to include Cam Lo Expressway Project

According to the People's Committee of Quang Tri province, the locality has sent a report to the Ministry of Transport (MOT) on the implementation status and proposed a number of key transport projects in the province. In particular, the province requested the MOT to pay attention to and update the Cam Lo - Lao Bao Expressway Construction Investment Project into the medium-term plan for the period 2026-2030 with the central budget of the sector for implementation.

Accordingly, the Cam Lo - Lao Bao expressway is an East-West expressway, connecting the North Central and Central Coast regions with Laos and Thailand, and is prioritized for investment and construction to be completed before 2030 according to the Vietnam Road Network Planning approved by the Prime Minister in 2016.

This route is part of the 5,000 km highway strategy approved by the 13th National Party Congress. At the same time, the Politburo and the Government identified this as the route connecting the intra-region with the extra-region of the countries on the East-West Economic Corridor, the shortest and most convenient gateway to the East Sea.

Implementing the policies of the Party and State and the tasks assigned by the Prime Minister, the People's Committee of Quang Tri province has completed the proposal dossier for the Cam Lo - Lao Bao Expressway Project under the public-private partnership (PPP) method. The project has an investment length of 56 km, a scale of 4 lanes with a total investment of 13,952 billion VND.

To ensure feasibility, financial solutions, and convenience in attracting non-budgetary investment capital under the PPP method, it is necessary to have a very large state capital participation, exceeding the state capital participation ratio in PPP projects as prescribed in Clause 2, Article 69 of the PPP Law.

Therefore, the People's Committee of Quang Tri province has proposed to apply special mechanisms and policies and pay attention to supporting and arranging state capital to participate in the project from the source of increased central budget revenue for the period 2023-2025, and the source of the central budget's medium-term public investment plan for the period 2026-2030.

Based on the opinion of the Ministry of Planning and Investment, on September 24, 2024, the People's Committee of Quang Tri province issued a document requesting the Prime Minister to pay attention and prioritize adding the project to the investment portfolio from the central budget, in the medium-term public investment plan for the period 2026-2030 of the transport sector to implement the following procedures to ensure appropriate progress in accordance with the determined planning orientation.
