Quang Ninh: Damage of 23,770 billion VND due to storms and floods

Reporting at the conference, a representative of Quang Ninh province said that the consequences of storm No. 3 in Quang Ninh were very serious.

According to statistics, the province had 25 deaths and 1,609 injuries. Electricity, telecommunications, urban infrastructure, and industrial park structures were also severely damaged. More than 100,000 houses had their roofs blown off, more than 200 houses collapsed, and many houses were flooded.

The agricultural sector also suffered heavy damage: more than 2,600 aquaculture facilities were damaged; 7,500 hectares of rice were flooded, more than 400,000 poultry were killed or swept away; 90,000 hectares of forest were damaged.

The total estimated damage to date in Quang Ninh is 23,770 billion VND, accounting for more than half of the total damage nationwide due to storm No. 3 (preliminary estimates of the whole country's damage are about 40,000 billion VND, according to the report of the Ministry of Planning and Investment).

Quang Ninh has successfully rescued 111 people drifting at sea; salvaged 165 sunken vessels, including many fishing boats, transport ships...

After the storm, 99% of the power grid lost power, and the telecommunications infrastructure was severely damaged; to date, 70% of the power grid has been restored, and nearly 100% of the telecommunications infrastructure has been restored. Currently, 100% of coal facilities, all industrial parks, and factories have resumed operations.

The tourism sector has resumed operations. Quang Ninh has welcomed nearly 10,000 visitors, including 7,000 international visitors. Export activities have resumed since September 9, with export turnover reaching 75.6 million USD.

It is forecasted that in 2024, due to the impact of storm No. 3, Quang Ninh's GDP will decrease by about 0.5% - 0.6%, but the province is committed to managing and adjusting the economy so that in 2024 the growth rate will still reach double digits.

What needs to be done now is for the province to continue to count the total amount of damage to support the people; build support mechanisms and policies focusing on social protection beneficiaries, support tuition fees, supplement funds for the Social Policy Bank to support people, repair houses, especially support the salvage of vehicles.

To stabilize people's lives and restore production and business after the storm, Quang Ninh proposed raising the support level and expanding the scope of businesses in production and aquaculture; adding tourism, services, trade and services, and industry sectors to debt relief and debt extension.

In addition, commercial banks need to have policies to reduce interest rates and provide loans to aquaculture and forestry households to restore production; propose increasing charter capital for farm and forestry enterprises to easily access bank capital...

Meanwhile, Lao Cai Provincial Party Secretary Dang Xuan Phong said that as of 6:00 a.m. on September 15, Lao Cai had 252 people dead, missing and injured, many houses were eroded, flooded and damaged; production and business activities in forestry, agriculture and fishery were severely damaged.

Through the Head of Kho Vang Village (Coc Lau Commune, Bac Ha District) proactively moving 17 households to avoid landslides; a police chief decided to evacuate 34 households of Ban Qua Village (Xuan Hoa Commune) to another place and just a few minutes later the entire area collapsed..., the Secretary of Lao Cai Provincial Party Committee assessed that "there is nothing like being on the spot". While the commune had not yet given instructions, the local forces had already made decisions, minimizing major damage.

Based on the Prime Minister's direction, Lao Cai and the Tam Long Viet Fund have determined to rebuild Lang Nu and Nam Cong villages. Lao Cai is determined that this September, all communes, villages, and hamlets of Lao Cai will have access to telecommunications and electricity.

Lao Cai currently has 77/598 schools, accounting for more than 12%, that are unable to organize teaching. The province recommends that the Prime Minister decide on immediate actions, especially in 3 areas: schools, resettlement areas and traffic connections...

At the conference, Chairman of Cao Bang Provincial People's Committee Hoang Xuan Anh said that up to now, of the 58 people who died and went missing in Cao Bang, the provincial authorities have found 55 bodies, 16 people were injured, including 1 seriously injured. Cao Bang is currently making efforts to search for the remaining 3 victims in a wider area; along with that, focusing on stabilizing housing for households who lost their homes, finding resettlement sites. The military and police have built temporary houses for households. It is expected that by December 31, the province will ensure the stability of people's lives.

Chairman of Yen Bai Provincial People's Committee Tran Huy Tuan said that the province is implementing resettlement areas and striving to complete houses for people in 2024; schools will return to normal operations by September 18 at the latest.

To overcome the consequences of the storm, Yen Bai province proposed the Government to support 1,100 billion VND to restore works, production, and traffic infrastructure, promptly overcome the damage, ensure people's lives, and develop the economy in the coming time.
