Multi-field applications

According to the general assessment, the national database on population, Citizen Identification Card (CCCD), electronic identification... has been chaired and advised by Quang Nam Police to effectively exploit in a series of fields such as banking, healthcare, education, social insurance, tax...

Quang Nam has been promoting the implementation of non-cash payment solutions such as: social security payments, pension payments, social insurance, tuition payments, hospital fees, taxes, etc.

In the banking sector, most banks have used the function of integrating personal information through QR codes on customers' ID cards to verify information. Banks have been and are equipping modern login and transaction authentication technology.

Many banks have officially deployed a solution using mobile devices (provided by the bank to employees) to install an application to authenticate customers via chip-embedded ID cards and update identification information.

In recent times, the health and social insurance sectors have pioneered the application of population data, CCCD, and electronic identification since the implementation of Project 06. The education sector has also deployed the connection and sharing of data between the national population database and the education and training sector database under the guidance of the Ministry of Education and Training and the Ministry of Public Security.

The Department of Education and Training presides over and coordinates with the Provincial Police and VNPT Quang Nam to conduct an assessment of the information technology infrastructure related to the vnEdu education management system in the province to have a basis for implementing model number 31 "Deploying the school management system".

Lieutenant Colonel Nguyen Thanh Nhan - Head of the Department of Administrative Management of Social Order (Quang Nam Police) informed that currently, Viettel Quang Nam Branch is proposing to pilot the implementation of models related to AI Camera on the Viettel VMS system solution platform.

In addition, all medical facilities have implemented cashless payments in many forms. In particular, 3 provincial hospitals have successfully implemented 2-way data connection with the Hospital Management and Health Insurance Examination and Treatment Software (Viettel HIS, VNPT HIS) and continue to replicate in medical facilities in the province...

Prioritize resources

Lieutenant Colonel Nguyen Thanh Nhan said that, according to statistics, the total regular expenditure of the state budget allocated in the 4-year period (2021 - 2024) in the province to implement Project 06 and digital transformation is more than 332.7 billion VND.

Currently, Quang Nam does not have a list of projects implementing the tasks of Project 06. However, there are 7 investment projects related to the province's digital transformation with a total investment of 507.4 billion VND. Of which, the provincial budget is more than 283.7 billion VND and the central budget is more than 224 billion VND.

The drastic direction of the Working Group implementing Project 06 at all levels, together with the participation of the entire political system and the consensus and support of the people, has created many positive results. Quang Nam has basically completed the assigned targets and tasks in implementing Project 06.

However, from forecasts of the situation, identifying difficulties, challenges and risks, Vice Chairman of the Provincial People's Committee Ho Quang Buu requested that units and localities must develop a plan to implement Project 06 in line with reality, determined to implement the set roadmap, to create a basis for the next steps to be completed on schedule.

“Leaders of departments, branches, district-level People's Committees, agencies and organizations must uphold their sense of responsibility and actively grasp the assigned tasks in Project 06 to promptly advise, thoroughly grasp and direct the implementation according to the schedule.

Periodically check, monitor, review, and compare with specific targets and objectives of Project 06 to update, report, and adjust implementation work appropriately and effectively.

We are facing a huge amount of work, if we do not have high determination, we will not be able to do it. Wherever there are problems, we will immediately handle them, promote the spirit of responsibility to serve the people, towards the trust of the people, businesses as well as the interests of the country" - Vice Chairman of the Provincial People's Committee Ho Quang Buu said.
