Attention to investment in Dien Cong dike line

The Dien Cong sea dike (Trung Vuong ward, Uong Bi city) is over 11km long, protecting the lives and property of more than 500 households and is currently seriously degraded, but has not been repaired, causing local people to worry. Voters asked the province to pay attention to investing in upgrading the remaining part of the dike, ensuring safety for people living in the area.

The Dien Cong dike is considered a "shield" to protect the safety of people and over 1,100 hectares of agricultural land and lagoons and aquaculture ponds of 3 areas: Dien Cong 1, Dien Cong 2 and Dien Cong 3 (Trung Vuong ward). However, the dike is currently deteriorating, the dike surface is eroded and subsided, posing many potential safety risks every time a big storm comes combined with high tides. The Dien Cong dike was built in 1992 and 1993, mainly by hand with soil. In fact, the dike is located right at the mouth of the Bach Dang River, and is greatly affected every year by high tides and strong currents, causing erosion and subsidence, leading to the risk of dike failure every time the rainy and stormy season comes.

In 2005, the people (at that time, it was Dien Cong commune) had to endure heavy rain combined with high tides that caused water to overflow the dike, threatening the lives and property of hundreds of households. The people have repeatedly petitioned the authorities at all levels to soon invest in and upgrade the entire dike to stabilize their lives, but this has not been resolved. It is known that Uong Bi City has spent several years repairing the weak sections of the Dien Cong dike. However, because the dike was mainly made of soil, it has eroded over the years, causing the dike elevation to gradually decrease year by year.

The dike prevents tides and also becomes a traffic route. However, the Dien Cong dike is deteriorating, the dike surface is full of rocks and soil, making it very difficult for people to travel, mainly by motorbike, many sections have to be pushed down on foot, so if there is an incident on the dike, it will be very difficult to mobilize people and vehicles to participate in the rescue. Not only that, this dike has 7 drainage culverts, but these culverts are also deteriorating, every time there is a high tide, it is very difficult to drain water. Mr. Pham Van Giap (Dien Cong 1 area) said: My family and many households here mainly do aquaculture. Every time there is a storm, high tide, everyone is worried and anxious. In recent years, the dike has not been invested in and upgraded synchronously, making the dike body increasingly weak. In each meeting with voters, we have recommended that the province pay attention to repairing and upgrading so that local people can live and produce with peace of mind.

Dien Cong dike line is classified as a level IV dike line. On October 8, 2023, the Provincial People's Council issued Resolution No. 29, Stipulating the content and tasks of expenditures for dike maintenance and urgent handling of dike incidents for dike lines managed by Quang Ninh province, accordingly: "The provincial budget ensures regular expenditures for dike maintenance and urgent handling of dike incidents for level IV dikes".

In response to voters' recommendations, on September 23, 2024, the Department of Agriculture and Rural Development submitted a Submission on the approval of the plan for maintenance and repair of level IV dykes in the province. After reviewing, assessing the current situation and selecting priority items, the Department proposed the Provincial People's Committee to approve the plan for maintenance and repair of items belonging to 8/16 dykes in need of maintenance and repair in localities, including Dien Cong dyke.

The Provincial People's Committee has issued a document on reviewing and finalizing the plan for the maintenance of level IV dykes in the province. Accordingly, the Department of Agriculture and Rural Development is assigned to preside over and coordinate with relevant agencies and units to review and finalize the plan for the maintenance of level IV dykes in the province to ensure consistency with the directions of the Central Government and the province on economic recovery and reconstruction after storm No. 3 (Yagi), ensuring timely handling and repair of key dykes and avoiding overlap and waste of investment capital.
