Race to register a business

Speaking to Tien Phong, a parent in Nam Dinh City shared that after nearly 2 weeks of stopping extra classes, the parents received a notice that the teachers were allowed to organize extra classes again. This parent reflected that in reality, the teachers asked relatives to register the business and ask for permission from the principal, then reopened extra classes outside the school. "The Ministry of Education and Training prohibits extra classes outside the school for students taught by teachers in the classroom, but in reality, there is a phenomenon of teachers secretly colluding to cross-teach students from other classes," this parent said.

The indignation is that the extra classes opened under the form of business registration do not ensure facilities such as lighting, tables and chairs, fire protection. Many classes exist in deep, dark alleys. This person hopes that the Ministry of Education and Training should have an opinion on the fact that extra classes and extra classes outside of school must ensure the standard teaching conditions as in the classroom, not just need a classroom, a few tables and chairs, and electric lights to be able to teach extra classes.

Ms. NTH in Ý Yên, Nam Định said that since Circular 29 took effect, her daughter’s extra classes outside of school and in school, who is in 8th grade, have stopped operating. She only goes to school in the morning, has a day off in the afternoon, and doesn’t have to go to school in the evening. “We support not teaching and learning extra classes at all. Even though we live in the countryside, when the children go to school in the evening, their parents still have to arrange for them to pick them up. In fact, every night the children have to do the homework assigned in class. If they go to extra classes, their sleeping and resting time will be reduced,” she said.

The Ministry of Education and Training believes that it is necessary to increase information and propaganda to raise teachers' self-esteem to say "no" to extra teaching that is not in accordance with regulations; mobilize parents to agree and support solutions to manage extra teaching and learning activities to ensure the rights and comprehensive development of students.

In Hanoi, many teachers have asked their relatives to register their business households to legally organize extra classes. Some teachers go to cultural training centers and others rent rooms to organize extra classes at households that have registered their businesses. Mr. Nguyen Van Hung, a freelance math teacher in Hanoi, said that registering a business household is very quick and there is no difficulty in completing the procedures. Initially, Mr. Hung planned to transfer the class he was teaching to a cultural center if he could not register in time to ensure compliance with the law, but the procedures were quick and the class remained stable. Ms. NHA, a math teacher at a high school in Hanoi, said that she asked her husband to register her business household but it was not completed because the fire prevention and fighting unit in the local district was waiting for a merger and had not yet granted a license. Ms. HA's extra classes outside of school are temporarily suspended until an official decision is made.

Article 4 of Circular 29 stipulates that one of the three cases where extra teaching and extra teaching are not allowed is that extra teaching is not organized for primary school students, except for cases of training in arts, physical education, and life skills training. However, according to the reflection of Ms. TTH in Hoang Mai, Hanoi, her daughter's advanced math class (grade 3) at a club in Linh Dam (Hoang Mai) still meets normally 1 session/week.

Switch to teaching 2 sessions/day

A representative of the Ninh Binh Department of Education and Training said that the locality is piloting a model of studying 2 sessions/day, 5 days/week, from February 3 to February 28. After the pilot period, the department will organize a summary to draw experience before implementing it widely at all levels of education. Ninh Binh schools are all invested in good facilities, qualified to teach 2 sessions/day.

According to the regulations of the 2018 General Education Program, schools are proactive in their teaching plans. Therefore, organizing 2 sessions/day has many advantages and helps reduce the pressure of time and the amount of knowledge in a lesson. Studying 6 mornings/week makes students have to study on Saturdays, start school early and have to study until period 5, so they finish late. Studying 5 periods continuously in one morning makes the amount of knowledge quite a lot and students will be more tired. Meanwhile, implementing the model of 2 sessions/day, 5 days/week helps schools to stretch out the teaching plan, students can start school later, from around 7:30 instead of 7:00 as at present, reducing the number of sessions students have to study period 5.

The two-session model also gives schools more time to be creative and organize more diverse educational activities for students. According to the Ninh Binh Department of Education and Training, surveys show that parents are very supportive of implementing this model. Students have Saturday off school, which is in line with preschool and primary school levels, making it easier for parents to arrange activities to connect families.

Yen Bai province has piloted this teaching model since early January for secondary school students. The policy of teaching 5 days/week has received the agreement and support of teachers, students and parents. This model not only helps reduce pressure but also gives students more time for recreational activities, as well as self-study, self-improvement, and participation in community and social activities. Teachers also have more time for their families or participate in activities and courses to improve their skills. The Department of Education and Training of Thanh Hoa city has also proposed to the People's Committee of Thanh Hoa city to implement 2 sessions/day.

The Ministry of Education and Training has just proposed a number of other solutions to effectively manage extra teaching and learning. Accordingly, localities need to issue specific regulations to manage extra teaching and learning. Improve teachers' capacity and teaching methods, teachers' responsibilities; promote students' self-study ability; innovate testing and assessment work (testing, assessment, and entrance exams must be consistent with the content and requirements of the 2018 General Education Program; do not give questions outside the program content to ensure that students study according to the program, do not need extra study to pass the tests and entrance exams); strengthen the connection between general education and university education. In addition, to ensure the lives of teachers, in the past time, the Ministry of Education and Training has been and is continuing to advise on policies for teachers, in which the draft Law on Teachers, if passed by the National Assembly in the coming time, will bring positive incentives for teachers.
