NDO - On October 16, the scientific workshop "Viewpoints and solutions for national construction and development, and national defense until 2030, with a vision to 2045" took place in Hanoi. The workshop was organized by the Central Theoretical Council in coordination with Hanoi National University to propose viewpoints and solutions for national construction and development, and national defense until 2030, with a vision to 2045, contributing to the completion of the Draft Documents to be submitted to the 14th National Party Congress, especially the political report in the coming time.

Overview of the Workshop.

Comrade Nguyen Xuan Thang, Politburo member, Chairman of the Central Theoretical Council, Director of the Ho Chi Minh National Academy of Politics attended and chaired the Workshop. Co-chairing the Workshop were comrades: Professor, Dr. Ta Ngoc Tan, Permanent Vice Chairman of the Central Theoretical Council; Professor, Dr. Le Quan, Director of the Vietnam National University, Hanoi. At the Workshop, Director of the Vietnam National University, Hanoi Le Quan emphasized: The Central Theoretical Council's coordination with the Vietnam National University, Hanoi to organize the Workshop "Viewpoints and solutions for national construction and development, and protection of the Fatherland to 2030, with a vision to 2045" is extremely meaningful. On the one hand, it affirms the pioneering position of the Vietnam National University, Hanoi in the Vietnamese higher education system. On the other hand, it creates opportunities for Hanoi National University to promote available resources and build and promote the strengths of its team of scientists, material databases, international, business and local partner networks to provide more scientific basis for the continued successful implementation of the Resolution of the 13th National Congress and provide practical arguments directly serving the construction of documents for the 14th National Party Congress.

In his opening speech and orientation for the Workshop, Comrade Nguyen Xuan Thang stated that the Workshop is a particularly important task assigned by the Party Central Committee, the Politburo, and the Secretariat to the Central Theoretical Council as the focal point for implementation with the participation of central and local departments, ministries, branches, research agencies, and scientists, in order to provide solid scientific arguments for the formulation of guidelines and policies of the Party and State in the coming period. According to him, up to now, the reports submitted to the 14th Congress have basically completed their drafts, especially the draft Political Report and the Summary Report on 40 Years of Innovation. However, in the coming time, it is still necessary to continue to focus on reviewing, supplementing, and perfecting the draft reports. Comrade Nguyen Xuan Thang also reiterated the direction of Comrade General Secretary and President To Lam at the recent 10th Conference of the Party Central Committee, 13th tenure: “For the Political Report, it is necessary to reach the level of a scientific work that crystallizes the theoretical level, intellectual height of the entire Party, the faith and aspirations of the entire nation, reflects the objective laws, new trends of the times and the country's reality; crystallizes all the quintessence and values ​​of the past, present and towards the future; not too long, clearly indicating the major orientations for Party committees at all levels and all Party members to absorb and implement; truly be a "lighting torch" leading our entire Party, people and army into a new era, soon achieving the strategic goals of 100 years under the leadership of the Party, 100 years of the founding of the Country...".

In order for the Workshop to practically contribute to the completion of the Draft Documents to be submitted to the 14th National Party Congress, especially the Political Report, Comrade Nguyen Xuan Thang suggested six groups of issues that need to be discussed and analyzed in depth at the Workshop. Specifically: 1. Further clarify the development trends of the world and regional situation in the coming period and the new requirements for the cause of national construction, development and protection of the Fatherland. The 13th National Congress term has witnessed extremely complicated new developments in the world situation. These extremely complicated developments have created opportunities and advantages along with risks, challenges, big waves and strong winds, requiring proactive forecasting and correct identification of new requirements for determining viewpoints and solutions for national construction, development and protection of the Fatherland in the coming period... 2. Continue to build and synchronously perfect institutions for rapid and sustainable development, focusing on the socialist-oriented market economic institution. The 13th Congress has set out the strategic orientation: "Fast and sustainable development". From current practice, it is necessary to discuss and analyze in depth one of the important and topical issues of institutional building and improvement: Focusing on ensuring consistency in the legal system; reviewing and handling conflicts and overlaps between institutions; perfecting the synchronization of legal regulations in each institution and organically linking institutions together into a unified and effective institutional environment, facilitating the rapid and sustainable development of the country... 3. Accelerating the transformation of the growth model, restructuring the economy, promoting industrialization and modernization in the new period. In the new context, artificial intelligence, the Internet of Things, big data and cloud computing are gradually becoming important production tools in many industries and fields. Accordingly, it is necessary to clarify the content of the issue of transforming from a growth model based on capital, resource and low-skilled labor to a new growth model based on science, technology and innovation; promote and integrate digital transformation and green transformation processes... 4. Regarding cultural revival, social development management, building comprehensively developed people, protecting the environment and adapting to climate change, discussing and proposing orientations in harmoniously handling the relationship between preserving and developing cultural heritages, converting cultural values ​​into development values; promoting the development of cultural industries and cultural services; perfecting the standards of the system of cultural values, family, Vietnamese people in the new period... 5. On important issues of national defense, security, foreign affairs and international integration, maintaining a peaceful and stable environment for development, discussing, contributing to consolidating the scientific basis for orientations on maintaining independence and autonomy; building a "skillful, compact, strong" armed force, creating a solid premise to become a "regular, elite, modern" armed force; strengthening national defense and security potential; resolutely and persistently protecting independence, sovereignty, unity, territorial integrity, sea, islands, and airspace; maintaining a peaceful and stable environment for national development. Perfecting the viewpoints on the strategy of protecting the Fatherland and protecting national security in the new situation, focusing on issues of protecting the Fatherland in cyberspace, protecting cyber security,... 6. On building and rectifying the Party and the political system to be clean and strong in all aspects. Continue to clarify and deepen the Party's leadership principles, Party leadership methods and Party building tasks, linking Party building with building a clean and strong political system, in line with new realities. Focus on clarifying the content of innovation in the Party's leadership and governance methods to move our nation forward. Clarify the content, contribute to promoting good and effective implementation of the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"...
