15/15 socio-economic targets achieved
Reporting to the monitoring delegation, Vice Chairman of the People's Committee of Bac Tu Liem District Le Thi Thu Huong said that in the period of 2020-2025, the district's economic situation has always maintained a fairly high growth rate, with the economy increasing year after year. In 2020, the total production value in the district reached 44,632 billion VND. By 2025, the district's economy had grown rapidly and strongly, with the total production value in the district estimated at 81,449 billion VND. The average growth rate of production value in the area is 12.97%.
Regarding the 15 socio-economic development targets for the 2020 - 2025 term assigned by the City, the district has performed well, achieving 100% of the targets, of which 4/15 targets were exceeded. The budget revenue results have exceeded the annual estimates assigned by the City, with good and steady growth over the years; the total state budget revenue for the 2020 - 2025 period is estimated at VND 29,924 billion (an increase of 125% of the total estimates assigned by the City for the 2020 - 2025 period), an increase of 25% over the plan.
With the goal of building a rich, civilized Bac Tu Liem district, developing a comprehensive and sustainable socio-economic system on the basis of rapid and effective growth and structural transformation, the production value structure of Bac Tu Liem district in the period of 2020-2025 has significant changes: in 2020, the structure of the trade and service sector accounted for 30.2%; by 2025, the structure of the trade and service sector accounted for about 34.64% of the total economic structure in the area.
The structure of industrial and construction production value in 2020 accounted for 68.1%; by 2025, the rate decreased to 64.48% of the total structure of the whole district. The agricultural sector tends to decrease gradually, in line with the urbanization process of the district...
The district continues to increase investment in construction, direct the exploitation of all resources and effectively use investment capital. From 2021 to present, the district has started 204/260 new projects and completed 232 projects. The completed projects put into use have contributed to fulfilling the annual socio-economic development plan targets in the area.
In the management of construction activities, construction order and urban management, urban traffic, in the period of 2021-2025, the district chooses to invest in key projects of a breakthrough nature, which can be effective immediately, in order to promptly remove "bottlenecks".
The District People's Committee has directed investors to urgently speed up the progress of site clearance and project construction. Up to now, 25 new projects to build traffic routes with cross-sections of 13m-23m have been implemented, with a total investment of about 2,500 billion VND.
The city's key traffic routes have been drastically implemented, such as: construction of Tay Thang Long road from Pham Van Dong to Van Tien Dung; construction of Lien Mac key works cluster (phase 1); construction of Thuong Cat bridge and access roads at both ends of the bridge; construction of roads No. 3 and No. 5 in Tay Ho Tay area... with a total investment of about 37,520 billion VND; 70 projects to renovate alleys and hamlets have been implemented. The number of kilometers of traffic roads formed in the 2021-2025 period is about 8km.
Focus on urban transport infrastructure projects in the area
At the meeting, members of the Supervisory Delegation requested the district to supplement and clarify some contents on the implementation of assigned planning tasks in urban infrastructure development. Results of land use rights auction; administrative reform, support for businesses and people in the area; results of decentralization of state management in some infrastructure and socio-economic areas in the district; settlement of complaints, denunciations and security and order in the locality...
Concluding the meeting, Vice Chairman of the City People's Council Pham Qui Tien highly appreciated the efforts of Bac Tu Liem district in implementing socio-economic development; the budget revenue results always exceeded the city's annual estimates, with good and steady growth year after year.
To complete the tasks of the 5th plan according to the resolution of the District People's Council and actively contribute to the results of the implementation of the common 5-year tasks of the city, the Head of the monitoring delegation suggested that in the coming time, Bac Tu Liem district should focus on implementing tasks related to the auction of land use rights in the area; strengthen land management and construction order; ensure that approved plans are strictly implemented. At the same time, focus on urban development projects and urban infrastructure in the area to create good connections with the core urban districts of the city.
Emphasizing that Bac Tu Liem district still lacks many social infrastructures, with the view that transportation must be one step ahead, Vice Chairman of the City People's Council Pham Qui Tien also suggested that the district should focus on urban traffic infrastructure projects in the area. In the immediate future, the district should have a project to propose to the city on specific mechanisms and policies for the district, calling for investors to create momentum for rapid and sustainable development.
The head of the monitoring delegation also requested that departments and branches in the coming time consult with the city, in determining socio-economic development targets, there should be specific targets for districts and towns; at the same time, review the decentralization and delegation of authority, so that units can proactively implement the set targets.
