According to a preliminary review by the People's Committee of Lao Cai Ward, in some areas, people have built works outside the land area owned, built without construction permits, and encroached on public land between residential lanes, such as: the area behind the residential lanes of D1 Street and Minh Khai Street; the roads around Viettransimec's project; the roads around Le Khoi Street; the roads around Viet Ha Kindergarten...
Previously, in 2023, Lao Cai ward cleared and dismantled constructions, construction items, and items behind two residential lanes on the Ngoc Uyen - Dinh Bo Linh route (a total of 54 households, of which 30 violated and voluntarily dismantled) and the Khanh Yen - Mai Van Ty route (21 households violated, 19 households voluntarily dismantled).
To create consensus among the people, the ward has developed a plan and organized the steps according to regulations. Accordingly, the ward People's Committee focuses on reviewing the planning, inspecting and evaluating the current status of land use, compiling a list of organizations, individuals and households that build works outside the land area under their ownership, build without construction permits, and encroach on public land between residential lanes.
The Ward People's Committee has sent out a notice to propagate and mobilize people to voluntarily dismantle and clear construction works outside the land area owned, ensuring escape routes; requesting agencies, units and households to proactively survey and evaluate to open a second escape route or connect adjacent households to create a second escape route.
Specialized departments shall draw up records, submit them to competent authorities for handling violations and apply remedial measures to cases of intentional non-compliance, and request remedial measures to be taken.
For cleared areas, after completion, they will be handed over to residential groups, residential areas, and self-management groups to maintain management, build self-management group and team models to maintain and improve the effectiveness of fire prevention, firefighting, and land management.
Recently, there have been many fires across the country with serious consequences. One of the reasons is that fire exits are blocked, making rescue work difficult.
