PC08 representative said that at the time of the incident, there was no traffic police team handling violations at the intersection, so no cases were penalized by the traffic police. Through discussions with the leaders of the Department of Urban Traffic Infrastructure Management, Ho Chi Minh City Department of Transport, the preliminary record is as follows: The traffic light system at this intersection is not a smart light system but operates according to a pre-installed cycle.
PC08 also checked the center's signal light management system and did not detect any human intervention or impact on the signal light control cabinet. The initial cause was determined to be due to the process of switching the time cycle according to the installed program, causing the light system to suddenly switch cycles without fully performing the previous light countdown cycle, causing the incident.
