In My Tan commune (Nam Dinh city), Mr. Tran Anh Dung, Permanent Vice Chairman of Nam Dinh Provincial People's Committee, said that according to the latest update, the water level of Dao River (Nam Dinh) exceeded 102 cm above alert level 3. It is forecasted that the flood on Dao River will peak tonight and then gradually recede. The deep flooding will gradually decrease, starting tomorrow morning.
The Provincial People's Committee has requested 9 districts and cities in the area to establish 22 field command posts. Of which, districts with serious situations have up to 4 command posts, especially field command posts, with the participation of military, police, border guards, and agricultural forces ready to support and coordinate forces to localities. Any points lacking supplies and human resources will be promptly distributed by the province.

The Deputy Prime Minister emphasized that, in the face of complicated developments of floods, General Secretary and President To Lam and Prime Minister Pham Minh Chinh have given timely instructions with the goal of ensuring the safety, health and lives of the people first and foremost.
Therefore, Nam Dinh province needs to continue to be proactive and fully prepare plans to minimize damage to people.
By tomorrow morning, the water level is forecast to decrease slowly, however, the Prime Minister has directed the highest priority to protect people and property, prioritize flood prevention and dyke protection, so the target of large dams is to regulate the discharge to the minimum, to maximize flood prevention, ensure dyke safety, prevent landslides and minimize damage to agricultural production. The Prime Minister has directed the regulation of the capacity of the Hoa Binh Hydropower Plant to prioritize flood reduction for the Red River system with the discharge reduced to 1,200 m3/s.

Acknowledging Nam Dinh’s proactiveness in flood prevention, the Deputy Prime Minister suggested that Nam Dinh continue to pay attention and direct forces to support the people. The government and the people should work together to solve post-flood problems, such as drinking water, environmental sanitation, and epidemics.
The Ministry of Health is monitoring the risk of disease outbreaks and ensuring proactive prevention after the flood recedes. The Ministry of Natural Resources and Environment is ensuring supplies and chemicals to treat environmental pollution.
The Ministry of Agriculture and Rural Development has instructed localities to help people prepare crop seeds, fertilizers, etc. so that people can quickly return to production and prepare for the end of the year.
The Deputy Prime Minister noted that although Nam Dinh's five sea dykes are still safe, it is necessary to draw lessons and identify specific tasks, including investment in essential infrastructure, to be more proactive in dealing with natural disasters and floods in the coming time; and report to the Central Government on issues beyond the province's capacity.
The Deputy Prime Minister and the delegation also visited and encouraged people and students who were evacuated at My Tan Primary and Secondary School (My Tan commune).
Currently, there are about 250 students whose houses were flooded and their teachers are arranging for them to study, eat and stay on site.
