Issue a Plan to implement the Road Law.

Road Law No. 35/2024/QH15 was passed by the 15th National Assembly, 7th Session on June 27, 2024, and took effect from January 1, 2025. In order to implement the Road Law in a timely, synchronous, unified and effective manner, the Prime Minister issued a Plan to implement the Road Law to raise awareness of the Road Law and the responsibilities of all levels, sectors, people and centrally-run provinces and cities in implementing the Road Law;

At the same time, specifically define the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in organizing the implementation of the Road Law, ensuring timeliness, synchronization, unity and effectiveness.

Determine the responsibilities and coordination mechanisms among ministries, ministerial-level agencies, government agencies and localities in implementing the Road Law nationwide.

The contents of the Plan include: Organizing conferences to disseminate, disseminate and provide in-depth training on the Road Law; propagating and disseminating the Road Law; organizing the review of legal documents related to road activities; proposing amendments, supplements, replacements, repeals or new issuance of legal documents to ensure consistency and synchronization; developing and promulgating legal documents detailing and guiding the implementation of the Road Law; Organizing the monitoring, inspection and reporting of the results of the implementation of the Road Law.

According to the Plan, the Ministry of Transport, ministries, ministerial-level agencies, and People's Committees at all levels, within the scope of their functions and tasks, shall preside over and coordinate with the Ministry of Information and Communications, media agencies, press agencies, mass media agencies, and relevant agencies and organizations at the central and local levels to disseminate the contents of the Road Law and new points of this Law in various forms, suitable to actual conditions and situations; organize the implementation of columns, programs, news, and articles disseminating the Road Law and legal documents detailing this Law on mass media or other forms according to the provisions of law on dissemination and legal education.

Regarding the development and promulgation of legal documents detailing and guiding the implementation of the Road Law, at the central level, the Ministry of Transport shall preside over the implementation of the task of developing legal documents detailing and guiding the implementation of the Road Law assigned in Decision No. 717/QD-TTg dated July 27, 2024 of the Prime Minister promulgating the list and assigning the agency in charge of drafting documents detailing the implementation of the Laws and Resolutions passed by the 15th National Assembly at the 7th session.

At the local level, the People's Committee at the provincial level shall preside over the issuance of documents detailing the guidance for Point c, Clause 4, Article 8, Clause 5, Article 30 of the Road Law. The People's Council at the provincial level shall preside over the issuance of documents detailing the guidance for Clause 4, Article 57, Clause 1, Article 84 of the Road Law.
