The 11th meeting of the Provincial Steering Committee on preventing and combating corruption, waste and negativity

On the afternoon of March 31, the Provincial Steering Committee on Anti-Corruption, Wastefulness, and Negativity held a meeting to evaluate the results of the work of anti-corruption, wastefulness, and negativity in the past time, and to deploy a number of key tasks in the coming time. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, Head of the Provincial Steering Committee on Anti-Corruption, Wastefulness, and Negativity chaired the meeting. At the meeting, the representative of the Provincial Party Committee's Internal Affairs Committee announced the Decision of the Provincial Party Committee's Standing Committee on strengthening the Provincial Steering Committee on preventing and combating corruption, waste and negativity in Ha Nam province. Comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Head of the Provincial National Assembly Delegation, is the Head of the Provincial Steering Committee on preventing and combating corruption, waste and negativity. Deputy Heads of the Provincial Steering Committee on preventing and combating corruption, waste and negativity include: Dinh Thi Lua, Standing Deputy Secretary of the Provincial Party Committee; Le Hong Quan, Member of the Provincial Party Committee's Standing Committee, Chairman of the Provincial Party Committee's Inspection Committee; Dang Dinh Thoang, Member of the Provincial Party Committee's Standing Committee, Head of the Provincial Party Committee's Organization Committee; Nguyen Duc Toan, Member of the Provincial Party Committee's Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Committee; Colonel To Anh Dung, Member of the Provincial Party Committee's Standing Committee, Director of the Provincial Police Department and other members of the Provincial Steering Committee on preventing and combating corruption, waste and negativity. The conference also approved the Draft Working Regulations and 2025 Work Program of the Steering Committee.

Next, the meeting listened to the Provincial Steering Committee's summary report on the Conclusion of the Provincial Party Secretary, Head of the Provincial Steering Committee on preventing and combating corruption, waste and negativity since the 10th meeting. The report stated: Immediately after the 10th meeting, the Standing Committee of the Steering Committee advised the issuance of the Conclusion of the Head of the Steering Committee, requesting party organizations, agencies and units to seriously and effectively implement it. The Steering Committee continued to lead and direct party committees, party organizations, agencies and units in the province to regularly disseminate, deploy and seriously and effectively implement the regulations of the Central and the province on preventing and combating corruption, waste and negativity, focusing on: the regulations of the Politburo on controlling power, preventing and combating corruption; regulations on revolutionary ethical standards of cadres and party members in the new period...; Notices and conclusions of the Central Steering Committee, the Standing Committee of the Central Steering Committee on preventing and combating corruption, waste and negativity and documents and conclusions of the Provincial Party Committee Standing Committee and the Steering Committee, the Standing Committee of the Provincial Steering Committee on preventing and combating corruption, waste and negativity. The Standing Committee members and members of the Steering Committee, according to their assigned tasks, have proactively advised the Provincial Party Committee Standing Committee to issue documents of the sectors and fields assigned to them; directed, monitored and urged Party committees at all levels, collective leaders, heads of agencies and units to continue to propagate and educate political ideology, ethics and lifestyle for cadres and party members of agencies and units; strengthened inspection and implementation of regulations of the Central and the province on preventing and combating corruption, waste and negativity. Directed competent agencies through inspection and examination work, if any signs of crime are detected, to promptly transfer the file to the police investigation agency and notify the People's Procuracy at the same level for handling in accordance with regulations.

Regarding the tasks in the coming time, the Provincial Steering Committee on preventing and combating corruption, waste and negativity determined: Continue to lead and direct Party committees, Party organizations, agencies and units in the province to step up the fight against corruption, waste and negativity more strongly, resolutely and effectively, ensuring that both preventing and combating waste and negativity are associated with completing the arrangement and streamlining of the apparatus and administrative units at all levels; resolutely not allowing corruption, waste and negativity to occur. At the same time, closely lead and direct, strengthen inspection and supervision, absolutely not allowing the situation of "lobbying", "group interests", corruption, waste and negativity to occur in personnel work and in the arrangement and use of headquarters and public assets of agencies, units and localities when implementing the arrangement of the apparatus and administrative units; Correct the mentality of waiting and delaying work, causing congestion and wasting time, effort and money of the State, people and businesses; focus on thoroughly handling projects that are behind schedule, have backlogs, are prolonged, have low efficiency, and cause great loss and waste.

Effectively deploy the peak period of attacking and suppressing crimes, ensuring security and order, fighting against crimes, preventing and combating drugs, smuggling, trade fraud and counterfeit goods. Focus on strongly and resolutely suppressing all types of crimes and social evils, especially organized crimes, drug crimes, gambling crimes, high-tech crimes, cyber fraud, handling crimes, violations of corruption, economics, smuggling and environment. Closely coordinate between functional branches in the province, between the Central and local levels in inspection work, receiving citizens, handling complaints and denunciations. Well implement internal political protection work, strictly implement regulations on protecting state secrets, information security, network security, improve the effectiveness of propaganda and education work, build a culture of integrity, no corruption, waste, negativity among cadres, party members and people, creating a strong spread in society.

Coordinate and direct the implementation of orientation, information and propaganda work on preventing and combating corruption, waste and negativity, especially information on handling of officials who commit violations, results of inspections, examinations, investigations, prosecutions and trials of corruption cases, complicated cases of public interest, information related to the implementation of Resolution No. 18 of the 12th Party Central Committee on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently; do a good job of ideology, regimes and policies in implementing organizational arrangement and streamlining of the apparatus. Direct competent agencies in inspection and examination work, if signs of crime are detected, promptly transfer the file to the police investigation agency and notify the People's Procuracy at the same level for handling in accordance with regulations. At the same time, the prosecution agencies shall strengthen close coordination in verifying, investigating, prosecuting, and trying cases, handling corruption, waste, and negative cases, and thoroughly focusing on recovering lost and misappropriated State assets in criminal cases of economic, corruption, and negative cases.
