Developing Quang Ninh culture and people is one of the tasks that the province pays special attention to, identifying it as an important endogenous strength serving the province's rapid and sustainable growth.
For many years, the province has persistently combined rapid and sustainable economic development with cultural and human development, building a culture rich in local identity. The Resolution of the 15th Provincial Party Congress identified "Building a culture rich in Quang Ninh identity associated with rapidly narrowing the gap between rich and poor and regional disparities" as one of the three breakthroughs in the 2020-2030 period. The Provincial Party Committee issued Resolution No. 11-NQ/TU (dated March 9, 2018) "On building and developing Quang Ninh culture and people to meet the requirements of sustainable development"; Resolution No. 17-NQ/TU (dated October 30, 2023) "On building and promoting cultural values, the strength of Quang Ninh people to become an endogenous resource, a driving force for rapid and sustainable development"...
Based on the close direction of the province, the Party committees, authorities, the Fatherland Front and socio-political organizations in the province have specified the tasks of developing Quang Ninh culture and people into detailed plans, projects and topics in terms of practical significance, implementation role, goals, products, etc. Typically: Building a project to preserve, restore and promote the value of the system of historical and cultural relics and scenic spots of the province for the period 2020-2025, with a vision to 2030; Project to digitize cultural heritage in the province. In addition, the province has completed and included local educational materials in the curriculum for primary and secondary school students in the whole province, with the goal of raising the understanding and pride of the younger generation in the revolutionary tradition and rich history of the locality. Accordingly, on average, each year nearly 500 schools organize practical experience activities at historical sites in the province, with more than 200,000 students participating.
The movement "All people unite to build a cultural life" has developed widely, vividly reflecting the practical life, contributing to enriching the traditional cultural values of regions and ethnic groups in the province. 1,542/1,542 villages and neighborhoods have built village covenants and conventions. Many typical collective and individual models in building a cultural environment, helping each other develop the economy, building a cultural and civilized lifestyle have been formed and maintained effectively. Through propaganda and mobilization to well implement village covenants and conventions of civilized lifestyle, people have gradually eliminated backward customs and lifestyles; selectively absorbed new cultural streams suitable to the regional and local identities.
In 2024, Quang Ninh chose the annual working theme of "Improving the quality of economic growth; developing culture and people rich in Quang Ninh identity" to arouse a more proactive and drastic spirit in all levels, sectors and localities. In the first 9 months of 2024, Quang Ninh achieved a rate of people regularly practicing sports of 40.8%, the rate of sports families was 24%. This result was achieved thanks to the important role of the campaign "All people exercise following the example of great Uncle Ho" which was maintained and organized from the province to the grassroots level. Sports events and activities have developed strongly, diversely and regularly. Notably, 12 provincial-level sports tournaments have been held since the beginning of 2024 (not including sports tournaments organized by district and commune levels). Thereby, bringing clear cultural, spiritual and physical values to the majority of people, contributing to improving health and cultural enjoyment, preventing diseases and repelling social evils.
Many other cultural and human development criteria in 2024 (Plan No. 67/KH-UBND dated March 8, 2024 of the Provincial People's Committee) were also completed early: 100% of high school students at all levels have access to art education and cultural heritage; 100% of youth union members, students and pupils are educated on crime prevention and social evils; 57.2 hospital beds, 15 doctors/10,000 people; health insurance participation rate reaches 95.5% of the population... The above impressive efforts and results further affirm Quang Ninh's consistent viewpoint: All development is aimed at the people, the ultimate goal is for the happiness of the people.
On September 12, 2024, the Standing Committee of the Quang Ninh Provincial Party Committee issued Regulation No. 1612-QD/TU on the implementation of office culture of civil servants, public employees, and employees of agencies and units of the Party, the Vietnam Fatherland Front, and socio-political organizations in the province. The Regulation sets out requirements for civil servants, public employees, and employees on working spirit and attitude; compliance with discipline and administrative discipline; ethics, lifestyle; communication and behavioral standards and office-appropriate attire when performing tasks, public duties, and in social relations. This is one of the important solutions to specify the goals, contents, and measures to build Vietnamese culture and people in general, and office culture in particular. |
