Developing a school system that is suitable for reality

With the motto "Education and training is the top national policy" and "Investment in education is investment for development", every year, the province spends 20% of the budget on education development investment; districts and cities spend from 20 - 40% of the budget on education.

In the 2021 - 2025 period, the provincial and district levels will allocate VND 2,928 billion from public investment capital to build facilities for the education and training sector, and more than VND 293 billion to purchase teaching equipment for schools.

Vinh Phuc High School for the Gifted has been invested in modern construction to achieve the goal of becoming a "smart school" according to international standards, a center for scientific research, and training of excellent and gifted students of the province.

In each district and city, key secondary schools are built with synchronous infrastructure and modern equipment, as a basis for implementing advanced, modern, internationally integrated educational models.

Faced with the rapid development of industries, services and technology, Vinh Phuc has reviewed, planned and arranged the system of continuing education and vocational education (VET) facilities towards streamlining and improving training quality to provide quality human resources for businesses.

Vinh Phuc has a policy of expanding the educational network to meet the learning needs of children. Recently, the Provincial People's Committee has issued a decision to establish Nguyen Van Chat High School (Vinh Tuong), the Provincial Boarding Secondary and High School for Ethnic Minorities (Tam Dao); and the Secondary and High School for Pedagogy under Hanoi National University of Education 2 (Phuc Yen).

The establishment of 3 more high schools is in line with the orientation of developing the school network, meeting the needs and aspirations of the people for their children to study high school; at the same time, it is in line with the draft amendment to Decision No. 522 of the Prime Minister on approving the Project "Career education and orientation of student streaming in general education for the period 2018 - 2025" and the planning of the province.

Along with the public education system, Vinh Phuc has issued mechanisms and policies to attract investment and encourage the development of the non-public education system. In recent years, many private preschools and private schools have been established in the province; of which, Newton Inter-level School and Dao Duy Tu Secondary and High School are two private general education institutions that have developed towards high quality.

Up to now, Vinh Phuc has a diverse network of schools and classes, suitable for regions and areas, and increasingly spacious and modern facilities, meeting the learning needs of all classes of people.

At the preschool level, there are 163 public preschools, 17 private preschools and 260 independent preschool education facilities; ensuring care and education for more than 75,000 children. At the primary level, there are 146 public primary schools and 1 private primary school, meeting the learning needs of more than 120,000 students.

At the secondary level, there are 131 public secondary schools and 14 primary and secondary schools, meeting the learning needs of nearly 100,000 students. At the high school level, there are 34 public high schools and 4 private high schools, meeting the learning needs of nearly 40,000 students.

The rate of solid classrooms in public schools is from nearly 97 - 100% depending on the level of education, 10 - 30% higher than the national average. Up to now, the whole province has 392/487 public schools meeting national standards, accounting for more than 80%, of which nearly 45% of schools meet national standards at level 2, exceeding the target set in the Resolution of the 17th Provincial Party Congress.

The system of continuing education and vocational training is planned in accordance with reality, including 1 provincial continuing education center, 5 colleges, 3 private secondary schools, 12 vocational education centers, 7 district-level vocational education and vocational training centers and 2 other facilities with vocational education activities. The total annual enrollment of vocational education facilities is more than 41,000 students, of which nearly 4,500 students are at college level; more than 8,000 students at intermediate level; and more than 28,500 students at elementary level.

In addition, the province has 121 community learning centers and many foreign language centers, information technology centers, life skills centers, and study abroad consulting service businesses, meeting the diverse learning needs of all classes of people.

With the investment attention of the government, the support of the people and the efforts of the education and training sector, Vinh Phuc has been gradually building a synchronous, modern and standardized education system, contributing to improving the quality of education and training, maintaining the top position nationwide in terms of comprehensive education quality and the rate of trained workers in the province in 2024 reaching more than 81%...

In the coming period, Vinh Phuc will continue to focus on planning and developing a comprehensive and diverse system of schools and classes at all levels; at the same time, increase investment in facilities for schools in the direction of progress and international standards, creating a solid foundation for the province's education and training sector to develop sustainably, meeting the requirements of the times.
