According to the representative of Hai Duong Provincial Federation of Labor, the Provincial Federation of Labor is currently directly managing 20 grassroots-level trade unions. Of which, there are 12 district, town and city trade unions, 8 industry trade unions and industrial park trade unions, 1,990 grassroots trade unions with 295,783 union members/309,726 workers. Of which, the administrative sector has 1,165 grassroots trade unions with 50,298 union members; the production and business sector has 825 grassroots trade unions with 247,181 union members.
From the beginning of the year to the end of August 2024, the Hai Duong Provincial Federation of Labor established 54 grassroots unions. Of which, 33 grassroots unions have 25 or more workers. 35,585 union members were admitted. Of which, 32,950 union members were admitted to existing grassroots unions, 2,635 union members were admitted to newly established grassroots unions, reaching 92% of the plan assigned by the Vietnam General Confederation of Labor in 2024. However, this number is not stable because the decrease in union members has not been updated in a timely manner, always fluctuating, units often report a decrease in union members in the last months of the year.
During the 2023 - 2028 term, Hai Duong Provincial Federation of Labor strives to increase the number of union members by 60,000, and 85% of enterprises with 20 or more employees will establish a union. Every year, the target of union member development and establishment of grassroots unions assigned by the Vietnam General Confederation of Labor will be completed and exceeded.
To ensure the completion of the set targets, the Hai Duong Provincial Federation of Labor requests the Provincial People's Committee to pay attention to and direct functional departments and local authorities to support and invest in facilities and working equipment for trade union agencies at all levels, creating favorable conditions for units to fully exercise the rights and responsibilities of trade union organizations according to the provisions of law. In addition, increase the level of support for annual union member development work, promptly handle units and enterprises that violate legal provisions on preventing workers' rights to establish trade unions, as well as support funding for union member development work and establishment of grassroots trade unions annually.
The Provincial Federation of Labor proposed that the Vietnam General Confederation of Labor add the reward for the work of developing union members and establishing grassroots unions to the regular reward regulations of the Trade Union organization, in order to promptly motivate and encourage the team of Trade Union officials at all levels, the team of collaborators in the work of propaganda, mobilizing the development of union members, and establishing grassroots unions. In addition, there should be specific regulations and clear instructions on funding sources to support the work of propaganda, mobilizing the development of union members, and establishing grassroots unions so that Trade Unions at all levels can easily implement.
At the meeting, representatives of departments, branches, sectors and localities of Hai Duong province also raised a number of contents and solutions to coordinate with the Provincial Federation of Labor to do a good job of developing union members, establishing grassroots unions, and at the same time hoped to have specialized supervision sessions to attract workers to participate in organizing unions and enterprises to support the establishment of grassroots unions.
At the meeting, Le Van Hieu, Standing Deputy Secretary of the Hai Duong Provincial Party Committee, said that in order for the Trade Union to grow, the organization needs to continue to do a good job of caring for and ensuring the legitimate rights and interests of workers. If this work is done well, businesses will support it and workers will certainly join the Trade Union. “Moreover, it is also necessary to increase the income of part-time Trade Union officials, so that this team can work with peace of mind and be closer to the workers. Wherever there is work related to workers, there must be a Trade Union to ensure harmonious labor relations,” said the Standing Deputy Secretary of the Hai Duong Provincial Party Committee.
Concluding the meeting, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu highly appreciated the work that the Hai Duong Provincial Party Committee as well as the provincial branches and localities have coordinated with the Trade Union organization in the past time, especially in the field of developing union members and establishing grassroots trade unions in the area. The Vice President of the Vietnam General Confederation of Labor said that he had fully recorded the contributions of the units to supplement the activities in the coming time.
According to Mr. Ngo Duy Hieu, Hai Duong province still has a lot of room to develop union members and establish grassroots unions. The Vietnam General Confederation of Labor hopes that the province will establish a Steering Committee to carry out the Politburo's tasks on innovating the organization and operation of Vietnam Trade Unions in the new situation, completing the targets set by provincial trade unions at all levels in the coming time.
