Over 9,900 children of workers receive tuition support

Happy that my child is supported with tuition fees

After giving birth, life was difficult so Nong Thi Kieu (from Cao Bang province) and her husband took their child to Hanoi to find work. They were hired as workers at Hanoi Industrial Joint Stock Company (Quang Minh Industrial Park - Me Linh district); with no one to look after their child, they sent their child to Sao Mai Kit Ty School in the area.

The income of a worker is not high, and with a small child studying in a private school, she has to calculate every expense carefully. Then the joy came unexpectedly when the teacher informed her and guided her through the procedures to receive support from Hanoi City because her child is a priority subject in Region III (ethnic minorities, remote areas).

"I feel very surprised and very happy to receive the attention of the city. I will use this money to buy more milk and food for my child" - Ms. Nong Thi Kieu expressed.

Along with Ms. Kieu's child, in 2024, there will be 18 children of workers studying in non-public preschools who will receive tuition support from the Me Linh District Department of Education and Training for the second semester of the 2023-2024 school year, with a total amount of over 13 million VND. In the 2024-2025 school year, the district will continue to implement policy support for children according to regulations of the Central Government and the City.

Sharing the same feeling of surprise when his child's teacher called him to apply for tuition support, Mr. Nguyen Tien Duc - father of Nguyen Tien Dat (studying at Gau Mi Sa Kindergarten Group) shared that he is from Phu Tho and married an ethnic minority woman in Son La. Due to difficult life, he and his wife left their older child in the countryside and brought their younger child to Hanoi to find a job. Both husband and wife work at Zongshen Company, Quang Minh Industrial Park, so they chose to leave their child nearby for convenient care.

"After sending my child to school for a while, I was surprised when the teachers informed me to do the procedures to receive tuition support. We were very happy and grateful to receive the city's attention to the workers' children because life is difficult, we appreciate the part we can reduce. The attention also makes us feel warmer" - Mr. Nguyen Tien Duc shared.

Over 9,900 children were supported with an amount of 10.35 billion VND

The cases of workers with children receiving tuition support are part of the results of implementing Decree 105/2020/ND-CP dated September 8, 2020 of the Government on the policy of developing preschool education; Resolution No. 08/2020/NQ-HDND dated December 8, 2020 of the Hanoi People's Council stipulating a number of contents and expenditure levels under the authority of the City People's Council; Resolution No. 07/2021/NQ-HDND dated September 23, 2021 of the Hanoi People's Council stipulating the policy of supporting facilities for private preschools in industrial parks of Hanoi.

Accordingly, in the past time, to implement the Government's decree and the resolution of the Hanoi People's Council, the City's Trade Union at all levels continued to coordinate with the District and County Departments of Education and Training to review, guide and disseminate to facility owners, teachers, employees and workers working in industrial parks and export processing zones whose children are sent to private and non-public preschools the support policies of the State and the City. At the same time, guide beneficiaries of the policy to complete their documents according to regulations to enjoy the support regime.

According to the report of 13 grassroots trade unions in areas with industrial parks and industrial clusters with a large number of workers and laborers, in the 2023-2024 school year, 25 preschools were supported with VND 819.94 million; 931 teachers were supported with VND 4,870.8 million; 9,906 children were supported with VND 10.35 billion.

The timely implementation of support policies and regimes for preschools, teachers and children in this priority group has contributed to supporting and sharing difficulties; creating trust among workers and laborers in the policies of the Central Government and the City; and creating motivation for them to continue working and sticking with their jobs.

Facilitate teaching and learning

According to Appendix 4 of Resolution No. 08/2020/NQ-HDND dated December 8, 2020 of the Hanoi People's Council, some contents and expenditure levels under the authority of the City People's Council are stipulated as follows: supporting public preschools in communes in disadvantaged areas according to regulations of the Prime Minister; supporting preschools and preschool teachers at licensed private and non-public facilities in areas with industrial parks (in which preschool teachers must ensure one of the following conditions: directly caring for and educating children in groups/kindergartens with at least 30% of children being children of workers and laborers working in industrial parks).

Support children studying at the above-mentioned private preschools whose father or mother (or caregiver) is a worker or laborer working in industrial zones with a labor contract signed by the enterprise according to regulations.

Specifically, the support level for children in the above subjects is 240 thousand VND/child/month, calculated based on the actual number of months of study, but not exceeding 9 months/1 school year; the support level for preschool teachers is 1.2 million VND/teacher/month (this support level is outside the agreed salary level between the owner of the private preschool and the teacher and is not used to calculate social insurance, health insurance, unemployment insurance), calculated based on the actual number of months of teaching in the school year, but not exceeding 9 months/1 school year.

Resolution No. 07/2021/NQ-HDND dated September 23, 2021 of the Hanoi People's Council stipulates that private and non-public preschools belonging to the same subjects mentioned above will be supported one time to equip facilities (tools, toys, teaching equipment according to the list prescribed by the Ministry of Education and Training); support funding for repairing facilities to directly serve the care, nurturing and education of children) at the level of 20 million VND/facility with a scale of less than 3 classes; support of 40 million VND/facility with a scale of 3 classes or more.
