
Since Decision No. 217-QD/TW of the Politburo on the Regulations on social supervision and criticism of the Vietnam Fatherland Front and socio-political organizations and Joint Resolution (NQLT) No. 403/2017/NQLT-UBTVQH14-CP-ÐCTUBTWMTTQVN of the Standing Committee of the 14th National Assembly, the Government and the Presidium of the Central Committee of the Vietnam Fatherland Front detailing the forms of social supervision and criticism of the Vietnam Fatherland Front (hereinafter referred to as NQLT No. 403) were issued, the social supervision and criticism activities of the Vietnam Fatherland Front at all levels in the province have been increasingly strengthened; highly appreciated by Party committees and authorities at all levels.
Every year, the Standing Committee of the Vietnam Fatherland Front at all levels has proactively coordinated with the National Assembly Delegation of the province (provincial level), the People's Council, and the People's Committee at all levels to unify the content and program of social supervision and criticism, avoiding overlap in content, time of supervision and content of social criticism before submitting to the Party Committee for comments on implementation. Officials are assigned to fully participate in the supervision sessions of the National Assembly Delegation and the People's Council at all levels upon request; government agencies fully participate in the social supervision and criticism programs of the Vietnam Fatherland Front according to regulations. The recommendations after supervision of the Front are basically processed and responded to by the People's Committee and relevant agencies; the notification of the results of criticism is received and responded to according to regulations.
Over the past 5 years (2017 - 2022) of implementing Resolution No. 403, supervising in the form of organizing monitoring delegations, the Vietnam Fatherland Front Committees at all levels in the province and socio-political organizations have organized 1,072 monitoring sessions, making recommendations to authorities at all levels and professional agencies (2,353 opinions; the Vietnam Fatherland Front Committees at all levels (759 sessions; socio-political organizations (315 sessions). The monitoring content focuses on areas of interest to the majority of the people, such as: Implementation of the law on receiving citizens and handling complaints and denunciations of citizens; implementation of legal provisions on environmental protection. Implementation of the Ordinance on democracy in communes, wards and towns; State credit policies for poor households, policy beneficiaries and the collection, management and use of contribution funds...
Regarding supervision through the activities of the People's Inspection Board and the Community Investment Supervision Board. Up to now, Dien Bien province has established 129/129 People's Inspection Boards with 1,222 members; established 121 Community Investment Supervision Boards with 1,147 members. In the period of 2013 - 2022, the People's Inspection Boards organized 522 supervisions, proposed 222 opinions; of which, nearly 200 opinions were considered and resolved. The Community Investment Supervision Board conducted 704 supervisions, proposed 363 opinions; of which, 179 opinions were considered and resolved. The supervision content mainly focused on the construction of clean water works, canals, inter-village and inter-hamlet roads; the disclosure of fees and administrative procedures, and payment for forest environmental services; Support production programs, sustainable poverty reduction... Through monitoring, recommendations were sent to investors, contractors, and project management boards requesting correction of violations and shortcomings, contributing to improving the quality of construction works and projects implemented in the area in cases of violations.
Along with implementing monitoring activities, every year, the Vietnam Fatherland Front Committees at all levels in the province, based on requirements and actual situations, issue documents requesting the People's Council, People's Committee, agencies, departments and branches at the same level to register the content of draft documents requiring social criticism to develop plans and select the form of implementation according to regulations. In the period of 2018 - 2022, the Standing Committees of the Vietnam Fatherland Front Committees at all levels chaired the organization of 27 conferences, participating in 304 criticisms. The criticisms were received and revised by the advisory bodies of the Party and the government before promulgation. The Standing Committees of the Vietnam Fatherland Front at all levels chaired 10 review meetings by sending draft documents to relevant agencies, organizations and individuals to collect opinions, and participated in 116 reviews (10 meetings at the provincial level, reviewing 113 opinions; 2 meetings at the district level, reviewing 3 opinions).
The above results show that the supervision and criticism work of the Vietnam Fatherland Front Committees at all levels in the province has gradually brought about clear results, contributing to enhancing the role, rights and responsibilities of the Vietnam Fatherland Front Committee in performing the function of representing the legitimate and legal interests of the People. Thereby, perfecting mechanisms, policies, law enforcement, resolutely fighting against corruption and waste, building a clean and strong Party, and an effective and efficient State.
