The conference discussed and gave opinions on: The implementation of the socio-economic development plan, ensuring national defense and security in the first 6 months of the year and key tasks and solutions for the last 6 months of 2024; implementation of local budget revenue and expenditure tasks in the first 6 months of the year and key solutions for managing local budget estimates in the last 6 months of the year; implementation of tasks in the first 6 months of the year and key tasks and solutions for the last 6 months of 2024 of the Provincial Party Committee; results of organizing activities to celebrate the 70th anniversary of Dien Bien Phu Victory and amending and supplementing the Working Regulations of the Provincial Party Executive Committee, term XIV, 2020 - 2025.
In the first 6 months of 2024, the GRDP growth rate reached 8.75%, ranking 10th out of 63 provinces and cities nationwide. Tourism continues to be a bright spot in economic growth with total revenue increasing 2.26 times over the same period in 2023, exceeding the annual plan by 12.5%; the province's PCI ranking in 2023 increased by 31 places compared to the previous year; the province successfully organized events within the framework of the National Tourism Year - Dien Bien 2024 and the 70th Anniversary of Dien Bien Phu Victory. National defense is maintained; security - politics, social order and safety in the area are ensured; foreign affairs and international cooperation are promoted and expanded.
Commenting on the implementation of socio-economic development tasks in the first 6 months of the year, the representative of Dien Bien Phu City stated that the reasons for the slow progress in site clearance and public investment disbursement were: The quality of staff has not met the requirements; coordination in implementing tasks is not tight; the city's master plan has not been approved... which has affected investment in projects and urban development.
Regarding production development and implementation of production support projects, many opinions suggest that it is necessary to attach responsibility to cadres and party members, especially members of the District Party Executive Committee, for production models at the grassroots level for effective direction, management and implementation. Focus on developing models of key agricultural crop production in each locality; forming specialized areas and concentrated raw material areas.
Regarding tourism development, some opinions suggested that the province should pay attention to key investments in Dien Bien Phu City in terms of environmental landscape and urban development; consider recognizing tourist spots in districts; and have a mechanism to support the development of community tourism. In addition, the province was asked to support and urge investors when implementing projects outside the budget.
Leaders of departments and branches requested districts to speed up the implementation of the master plan; complete investment procedures for projects soon, to speed up the implementation progress, increase the disbursement rate of public investment capital; have solutions to completely resolve problems in site clearance to implement projects, avoiding capital loss. For non-budget projects, districts need to closely coordinate with investors in implementation. Regarding tourism development, leaders of the Department of Culture - Sports and Tourism requested districts to closely follow the Resolution of the Provincial Party Committee; Projects and Plans for tourism development of the province to implement in the area.
Concluding the conference, Comrade Mua A Son, Standing Deputy Secretary of the Provincial Party Committee, requested that in the last 6 months of the year, the Party Committee of the Provincial People's Committee direct authorities at all levels and sectors to focus on overcoming limitations and weaknesses in performing socio-economic development tasks, especially implementing medium-term investment projects from central and local sources, and projects from non-state capital sources. Build a critical path for effective implementation of the Economic Growth Scenario Plan for the last 6 months of 2024, striving for an economic growth rate of at least 10.5% in 2024. Resolutely implement solutions to ensure local budget revenue; organize and manage budget expenditures strictly, economically, in accordance with regulations, combat waste, and improve the efficiency of budget use. Focus on accelerating the disbursement of public investment capital, especially capital for national target programs, ensuring disbursement reaches over 95%. Party committees, authorities at all levels, sectors and armed forces continue to perform well the tasks of national defense and security, strengthen foreign affairs activities, maintain political stability and national border sovereignty.
Regarding the work of building the Party and the political system, continue to focus on implementing the Project on developing Party organizations and Party members; strive to complete the arrangement of administrative units. Continue to strictly implement the process of personnel work; thoroughly grasp and implement Directive No. 35-CT/TW, dated June 14, 2024 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party. Effectively implement the 2024 Internal Affairs, Anti-Corruption and Negativity Work Program, and the 2024 Mass Mobilization Work Program.
