On November 29, the Standing Committee of the Provincial Fatherland Front Committee held a conference to provide social feedback on the Draft Resolution on regulating prices of medical examination and treatment services in Bac Lieu province.

The Draft Resolution is drafted by the Department of Health and is expected to be submitted at the regular meeting at the end of 2024 of the Provincial People's Council. Regarding the scope of regulation and applicable subjects, the Draft Resolution "Regulates the price of medical examination and treatment services on the list paid by the health insurance fund, specific prices of medical examination and treatment services paid by the state budget, prices of medical examination and treatment services not on the list paid by the insurance fund but not medical examination and treatment services upon request for state medical examination and treatment facilities in Bac Lieu province".
The subjects of application are state-owned medical examination and treatment facilities under the management of Bac Lieu province; other relevant agencies, organizations and individuals.
The Resolution stipulates in detail: Price levels for medical examination services, Price levels for hospital bed days, Price levels for technical services and detailed testing of each State medical examination and treatment unit in the province.
Vice Chairman of the Vietnam Fatherland Front Committee of Bac Lieu province Huynh Van Thang chaired the conference and emphasized: Organizing a social criticism conference on the draft Decision of the Provincial People's Council contributes to ensuring the correctness, suitability with the reality of social life and the effectiveness of the document, feasibility, long-term application, creating high consensus among the people. At the same time, thoroughly grasp and orient a number of key contents for delegates to focus on discussing and giving comments.
Participating in the debate at the conference, the majority of delegates highly agreed on the necessity of issuing a draft Resolution to ensure timely and consistent implementation in medical examination and treatment facilities in the province and to be consistent with the price of medical examination and treatment services covered by health insurance according to regulations of the Ministry of Health.
Many opinions of delegates focused on a number of contents: The structure and presentation of the resolution document need to be more concise and scientific. The basis for setting prices suitable to the reality and social requirements is that many patients have difficult lives and the price of a hospital bed is still high, which significantly affects the conditions of families with economic difficulties, poor and near-poor households, so it is necessary to adjust the price of a hospital bed.
In addition, delegates also expressed the issue of health insurance examination and treatment increasing according to the basic level, which needs to be based on the income level of the majority of people, and should take the people as the center to build the price, not based on the basic salary, because many people do not have a salary. Notably, there are delegates who are concerned about health examination for labor export workers, so there should be a policy to support and encourage labor export while the cost of examination and testing for this group is 3 times higher, which is unreasonable... There are also many opinions agreeing on the increase in medical examination and treatment prices not covered by health insurance, however, it is necessary to further assess the social impact, and make the services public so that people can easily see and understand.
Based on the comments and feedback from the delegates, the leaders of the Department of Health (the agency in charge of drafting the draft Resolution) discussed, analyzed and clarified a number of issues that the delegates were concerned about regarding the current bases, regulations and actual situation in consulting and drafting the draft Resolution.
Concluding the conference, Vice Chairman of the Provincial Fatherland Front Committee Huynh Van Thang emphasized: This is a draft resolution with great and profound impact on the whole society and all classes of people. Therefore, it is recommended that the health sector continue to widely disseminate to the people about the price of medical examination and treatment so that people can understand clearly, as a basis for advising the province in implementing medical examination and treatment services, and at the same time coordinate with agencies to unify the list of medical examination and treatment, creating consensus among the people to implement the resolution, contributing to improving the quality of medical examination and treatment for the people.
