Attending the workshop, delegates said: Ninh Binh's determination to become a World Innovation Center has placed the task beyond the scope of the locality but as a national task. Through presentations and direct discussions, delegates sketched a picture of the Innovation Center in Ninh Binh, helping delegates connect disparate ideas to create a comprehensive model with clearer directions, steps, and roadmaps.
Professor, Dr. Pham Thanh Huy, Principal of Phenika University, commented: Ninh Binh needs to focus on producing original technology. But the question is who will be the innovator? How should innovation begin? Where are the resources? In answering this question, delegates said that it is necessary to rely on a scientific foundation and new ideas associated with a university training environment where there are factors that create innovative ideas. However, there still needs to be policy creation from the government to have a roadmap for support in terms of land, people, taxes, credit, trade promotion, tourism, etc. Thus, it can be considered that enterprises are an important factor that constitutes innovation; policy resources and benefits are the messengers that lead innovation.
Delegates also discussed restructuring the construction materials industry towards applying scientific and technological achievements to produce green, advanced materials and a circular economy.
Along with that, it is necessary to promote the development of ecological, organic, circular, low-carbon agriculture, promote innovative startups to create multi-value agricultural products, integrate agricultural landscape heritage into the construction of millennium heritage urban areas, and achieve rural-urban harmony.
Associate Professor, Dr. Do Huong Lan, Deputy Director of the Center for Entrepreneurship and Social Innovation, National Economics University, proposed the idea of "Startup Incubator Model" and proposed investing in an open innovation and creativity space right in Hoa Lu University. Based on the combination of the government and strong enough businesses to participate in creating complete Startups to serve the development needs of the locality.
Participating in this content, delegates also proposed that Ninh Binh needs to have an open mechanism to attract universities and businesses that are strong enough and experienced in leading startups, instead of limiting the task of innovation within the local scope.
Delegates gave many in-depth opinions, evaluating and analyzing opportunities to create added value in both material and spiritual terms based on the value of local resources and knowledge.
Delegates believe that with the practical orientations and solutions to "open up and create" of Ninh Binh, along with the support of experts, scientists, international partners, creative start-up organizations and individuals, and investors, Ninh Binh can completely become a vibrant start-up center, contributing to the socio-economic development of the province in particular and the country in general.
