Today, May 9, in Hanoi, the Vietnam Federation of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) held a ceremony to announce the Provincial Competitiveness Index (PCI) and Provincial Green Index rankings in 2023 of 63 provinces and cities in the country. Accordingly, the total PCI score of Quang Tri province in 2023 reached 63.23 points (an increase of 1.97 points compared to 2022). Regarding the Provincial Green Index in 2023, Quang Tri province reached 19.08 points, an increase of 5.59 points compared to 2022.
Compared to 2022, out of the 10 component indices of PCI in 2023, 5 indices increased in points, including: Market entry reached 7.43 points, up 0.5 points; Land access reached 6.47 points, up 0.71 points; Transparency reached 6.09 points, up 0.15 points; Business support services reached 6.42 points, up 1.61 points; Labor training reached 5.78 points, up 0.29 points. 5 indices decreased in points, including: Time costs reached 6.86 points, down 0.49 points; Informal costs reached 6.57 points, down 0.39 points; Equal competition reached 4.65 points, down 0.75 points; Dynamism of provincial government reached 6.3 points, down 0.41 points; Legal institutions and security and order reached 6.66 points, down 0.12 points.
Regarding the Provincial Green Index, including 4 new component indexes, VCCI has included in the assessment since 2022. According to VCCI's assessment, in 2023, Quang Tri province has 3 indexes with increased scores, including: Minimizing environmental pollution and negative impacts of climate change reaching 6.66 points, an increase of 3.35 points; Promoting green practices reaching 3.83 points, an increase of 0.4 points; Policies and services to support businesses in environmental protection reaching 4.74 points, an increase of 2.99 points. There is one index with a decreased score, which is Ensuring compliance with minimum environmental standards, reaching 3.85 points, a decrease of 1.14 points compared to 2022.
The new point of PCI in 2023 is that VCCI only announces and ranks the top 30 provinces and cities with the best governance quality in the year. The remaining provinces and cities only announce the scores of component indicators and are not ranked.
According to the PCI report in 2023, there are 8 notable trends in the quality of provincial governance: The quality of provincial economic governance has improved over time; business support has changed positively; informal costs continue to decrease; market entry procedures are more favorable; administrative procedure reform has achieved many positive results; obstacles in accessing land continue to increase, requiring localities to make more drastic reform efforts in the coming time; small and medium enterprises want a more equal business environment; it is necessary to revive the dynamic and pioneering spirit of the provincial government.
