High expectations
Quang Nam has set many goals for OCOP development in the province. By 2025, on average, each commune will have at least 2 OCOP products with 3 stars or more.
The whole province has at least 5 key provincial OCOP products with 5 stars developing along the value chain, participating in the export market. By 2025, OCOP sales will reach more than 300 billion VND, more than 4 times higher than in 2020; profit will reach more than 80 billion VND.
Mr. Vo Hung - Deputy Head of Rural Development Department (Rural Development Department, Department of Agriculture and Rural Development) said that the provincial agencies are closely coordinating to strengthen and develop economic organizations participating in the OCOP program.
It is expected that by 2025, at least 50 economic organizations producing and trading OCOP products will be consolidated and upgraded. Quang Nam will develop at least 80 new economic organizations to participate in the OCOP program (30 enterprises, 50 cooperatives). The plan is that by the end of 2025, the whole province will build 45 OCOP sales points, 10 district-level OCOP centers, and 3 provincial-level OCOP centers.
According to Mr. Nguyen Xuan Vu - Deputy Director of the Department of Agriculture and Rural Development, after 7 years of implementing the OCOP program, by the end of 2024, the whole province has 478 products of 376 entities recognized as OCOP.
Quang Nam is submitting to the Central Government for national 5-star evaluation for 5 OCOP products. Including health protection food Saphraton - Nam Tra My; cinnamon essential oil Bac Tra My; Tien Phuoc pepper; Ngoc Linh ginseng tea - Phu Ninh and Quy Thu grilled coconut cake - Que Son.
The localities with the highest number of OCOP products recognized as 3-4 stars over the past 7 years include Tien Phuoc (46 products), Tam Ky (38 products), Thang Binh (37 products), Dien Ban (34 products), Dai Loc (30 products). Currently, the number of OCOP products remaining is 339.
Mr. Nguyen Xuan Vu said that the development direction of OCOP in 2025 is to prioritize products using local materials, ensuring increased value; supporting the development of products manufactured according to Global GAP, Organic, GMP, HACCP, ISO standards...
Quang Nam focuses on developing OCOP in the direction of chain linkage from production, preliminary processing, processing to product consumption. In particular, linking OCOP development with community tourism, traditional craft villages, promoting OCOP products through community cultural tourism activities, rural tourism.
Focus on quality management
Recently, the Provincial People's Committee has decided to revoke the OCOP star certificate for Ba Ba Hoi banh chung (Tam Ky), black bean tea, and canned Nam Giang specialty salt (Tri Nhat Production, Trade and Service Company, Nam Giang) due to the reason of stopping production and business activities.
This means that the establishments and enterprises have not implemented production linkages, purchased raw materials, implemented announced production processes, and maintained criteria, evaluation records, and OCOP product classification. The establishments and enterprises whose OCOP product certificates have been revoked are not allowed to use the OCOP product certification mark and star rankings printed on the packaging and product brand identity.
Mr. Nguyen Van Thanh - Head of the Department of Agricultural, Forestry and Fishery Product Quality Management (Department of Agriculture and Rural Development) said that to improve the quality of OCOP products, it is necessary to decentralize management by sector. Specialized agencies will be responsible for performing state management functions, guiding entities in developing and announcing the quality of OCOP products; widely disseminating regulations on quality management and traceability of products and goods under the management scope of the industry.
According to Mr. Nguyen Xuan Vu, in the coming time, the quality management of OCOP certified products will be strengthened. Accordingly, the Department of Agriculture and Rural Development will support entities in developing product standards; announcing product quality standards; testing food safety and hygiene indicators; designing packaging and labels in accordance with regulations; building unique product stories, carrying local intelligence and identity to be easily accessible and create trust for consumers...
“In 2025, the agricultural sector will closely inspect and monitor the use of the OCOP logo for OCOP products that have been evaluated and recognized as having 3 stars or more. We will pay special attention to products that have expired (36 months) and have not been re-recognized or have had changes in the star rating after re-evaluation and recognition of the product,” said Mr. Vu.
Among the province's 478 OCOP products, there are 5 potential 5-star products submitted to the central government for consideration and recognition, 60 4-star products, and 418 3-star products. Quang Nam has 348 OCOP food products, 39 OCOP beverage products, 28 medicinal products, 60 handicraft products, 3 community tourism service products and tourist attractions.
